At the end of November 2021, it became known about the criminal case against several generals of the Russian Guard. They are suspected of embezzlement and fraud after checking in connection with the introduction of the Real Estate IT system in the structure of the internal troops of the Ministry of Internal Affairs and the Russian Guard. Almost 200 million rubles were spent on it, but the project was never implemented.

According to Kommersant, from 2012 to 2016, the main center of the automated control system of the internal troops of the Ministry of Internal Affairs and the All-Russian Scientific Research Institute of Control Automation in the non-industrial sphere named after Solomatin concluded five state contracts. In 2017, a number of senior employees of the Russian Guard signed fictitious acts that the Real Estate system is working.

As the officers of the Rosguard's own security service, who worked on the personal instructions of the director of the service Viktor Zolotov, found out, Real Estate existed only on paper, and it was not possible to load it and start working with it. Nevertheless, all 192 million rubles allocated for its creation from the budget were fully utilized.

True, according to the very first preliminary estimates of the inspectors, only the overstatement of the price of the work performed on the system that never earned amounted to about 90 million rubles, the publication says.

The main military prosecutor's office sent materials to the Investigative Committee to initiate criminal proceedings on embezzlement and abuse against four generals and three colonels of the Russian Guard.

The former head of the main communications department of the Russian Guard, Lieutenant General Alexei Belyakov, his deputy Major General Alexander Vyrodov, as well as the head of the construction department of the Russian Guard, Lieutenant General Valery Duginov, were suspected of possible abuse of power, which entailed grave consequences (part 3 of article 285 of the Criminal Code of the Russian Federation). Also, a major general, deputy head of the main communications department of the Russian Guard Andrey Kozlov and three officers with the rank of colonel were suspected of especially major fraud.[1]
