According to Kommersant, citing the press service of the Ministry of Internal Affairs, we are talking about the system of the forecasting and analytical model "Riots" (PAM MB).
This platform, as conceived by the creators, should anticipate riots, providing "a multifactorial multivariant analysis of the probabilities of riots and unauthorized public events." For this, the system will constantly analyze publications in the media, posts in social networks, data from intelligent video surveillance and public transport monitoring systems. If riots have already begun, in order to prevent escalation, the system will analyze the number of participants in the rally, the behavior of the instigators, the direction of the crowd, the number of victims, the number of police and Rosguards involved in ensuring order, etc.
According to the newspaper, the system is planned to be developed by 2022. According to the interlocutor of the publication, the work is carried out as part of the Safe City project of the Ministry of Emergencies, and the executive authorities at the municipal and regional levels will use the system.
Valentin Makarov, President of the Russoft Association, noted that existing digital platforms already have solutions for analyzing texts, emotional state and patterns of population behavior. According to him, in order to implement the new project, it is necessary to "slightly change the target designation and teach AI to extract the necessary information from the accumulated knowledge base." Makarov believes that the system should be able to search for "generators of arousal of public opinion."[1]
