According to the technical assignment of Roscosmos to study the possibilities of hacking GLONASS, the contractor will receive for analysis 32 sets of documentation and special software that are used to monitor and control the system. Part of the software is secret, part is dual-use.

In addition to assessing the risks of hacking these software and technical systems, the contractor will have to provide proposals for ensuring the information security of the GLONASS system used for navigation and temporary support for civilian consumers. He will also conduct analysis and should provide options for protecting against network threats against the infrastructure of the GLONASS system, develop methods for detecting and suppressing hidden channels, improve the system for detecting and preventing computer attacks on the critical information infrastructure of the GLONASS system using special layouts, mathematical modeling and artificial intelligence systems.

It is assumed that all work will be completed by November 15, 2030. The project was divided into nine stages. The amount of the contract amounted to 2.58 billion rubles.[1]
