In November 2021, the US Department of Homeland Security (DHS) launched a new personnel system, which, according to the department, will more effectively hire, develop and retain talent in the field of cybersecurity.

The Talent Management System (CTMS) allows you to hire and pay for employees based on their cybersecurity abilities and overall contribution to the project, as well as reduce the total time to work. The salary ceiling can be $255 thousand per year, and, under some conditions, exceed this amount.

Employees hired through CTMS will join DHS's new Cybersecurity Service, a team that protects critical infrastructure and U.S. citizens from cyber threats, as well as improving national stability.

The DHS cybersecurity talent management system fundamentally rethinks how the department hires, develops and retains highly qualified and diverse cybersecurity specialists, said Homeland Security Secretary Alejandro Majorcas. - As our country continues to face a changing threat landscape, we cannot rely solely on traditional hiring tools to fill critical vacancies.

CTMS will also fill vacancies in the Cybersecurity and Infrastructure Security Agency (CISA) and the office of DHS Chief Information Officer. Vacancies in the Cybersecurity Service will open at several DHS agencies in 2022.

This effort came after the DHS 60-day cybersecurity sprint ended in July 2021, with about 300 cyber specialists participating and 500 additional job offers put forward, which was almost 50% higher than the department's plan.[1]
