Moscow ordered software to monitor housing and communal services employees for 80 million rubles

In December 2021, the Department of Information Technology (DIT) of Moscow held a competition for the provision of services for the automatic recording of violations in the housing and communal services sector for 80 million rubles.
According to DIT Izvestia, the Russian capital has been using the neural network in the video surveillance system for two years to look for potential flaws for operators of the Center for Automated Recording of Administrative Violations. The previous contract expired, so a new tender was announced.
Under the conditions of the competition, it is said that the neural network should detect errors in the operation of the housing and communal services sphere using analysis from the city's CCTV cameras. Artificial intelligence should recognize 12 types of violations without human participation: storage of snow on lawns, sidewalks and roadways, ice on benches and footpaths, uncleaned snow on playgrounds.
It is assumed that a CitySoft system will be used in Moscow, which Rostelecom began to introduce in Kazan in mid-December 2021. It was created to control the work related to the improvement of the city, primarily the state of road infrastructure.
The new digital service in automatic mode will determine the need to remove roads from snow, ice and dirt, record the passages of harvesting equipment and the quality of the work carried out. CitySoft is able to detect acts of vandalism (damage to sidewalks, protective fences), lack of road markings, lighting problems, obstacles to the work of city services (open hatches, accidents, parked cars that interfere with snow removal) and other factors that can affect the safety of road users.
To collect primary data that flocks to the CitySoft control center, mobile devices with video cameras are placed on public and special transport.
