2021: Completion of the Safe School Pilot Project

On December 17, 2021, the Jet Infosystems IT company announced the completion of the Safe School pilot project to introduce a software and hardware complex with video analytics in the 102nd school in Krasnodar. The initiator of the project was the investment and development department of small and medium-sized enterprises of the administration of the city of Krasnodar. This project will improve the security of the educational institution and prevent unauthorized penetration of unauthorized persons.

In 2021, several cases of penetration of armed people into the territory of educational institutions were recorded in Russia, which entailed human casualties. This suggests that existing traditional security systems in schools, technical schools and institutes are not ready for new threats and require modernization.

After the mentioned incidents, the President of the Russian Federation instructed the government to introduce a unified approach to ensuring security and anti-terrorism protection in schools. The Ministry of Education of the Russian Federation sent recommendations to the regions to strengthen security measures in educational institutions. The administration of the city of Krasnodar took the initiative to implement a pilot project in one of the city's schools to introduce the Safe School automated video analysis system.

In order to increase the level of security of educational institutions, as part of the introduction of Smart City projects on the territory of the municipality, we decided to implement a pilot project using intelligent video surveillance systems - Safe School. This solution using the hardware and software complex made it possible to take a different look at the concept of security of institutions. The introduced system will release the personnel resources of security, teachers, medical personnel and increase the level of safety of schools due to the effect of early response - commented Artyom Yuryevich Anatsky, head of the investment and development department of small and medium-sized enterprises of the Krasnodar city administration.

"Safe School" is a comprehensive project, the implementation of which required the involvement of several specialized manufacturers. NIC Technologiya, a Russian manufacturer of video surveillance systems, became a supplier of video cameras, ITV provided a common video analytics system, specialists VisionLabs developed a subsystem for biometric recognition of faces and temperature control, Rostelecom PJSC provided communication channels and server capacity.

The IT company "Jet Infosystems" acted as an integrator of the entire software and hardware complex of the system, having carried out the entire range of works from the preliminary design and purchase of equipment to the installation of video surveillance cameras and the installation of software, configuration and launch of the system. It took four weeks for the Jet Infosystems to pilot the system.

The system controls the situation around the clock from approaches to the school grounds and entrance gates to the courtyard and entrance zone to the building. The video analytics system allows you to recognize the faces of people entering the school, to allow admission to the building on a biometric basis with temperature measurement, to check the presence of masks on the faces of incoming people.

In addition to detecting armed persons, the video analytics system can detect fights or thefts in the school. During the three months of the project, the system recorded more than ten incidents in the educational institution. In all cases, the system transmitted an alarm to the school monitoring panel, recording the intruder. Thanks to this, the school administration was promptly informed of the event and, on the basis of the video fragments provided, was able to take measures, "commented Andrei Pugachev, head of the project management group of the Jet Network Solutions Center.

Access to the school building through turnstiles is provided by recognizing the face or pattern of the veins of the palm. In each person, the pattern of palm veins is unique, and it does not change over time. In addition, it is much more difficult to deceive an identification system based on scanning the blood vessels of the palm than systems using other biometric characteristics. This is primarily due to the fact that the vein pattern is not visible in ordinary light, so it cannot be photographed to make a muzzle.

In addition to identifying incoming, the system conducts video analysis of people's behavior. This method is based on recognizing human poses that can indicate potentially dangerous situations: "shooter pose," people with hands raised up, lying on the ground or simply climbing over the fence. Complements the functionality of the analytics of recognition of left things and smoke.

If a dangerous situation is detected, the video analytics system immediately sends data to the situational monitoring center for further call to rescue or security services. This approach levels the "human factor," increases the speed of response to incidents and minimizes the occurrence of negative consequences.

The Safe School project will significantly increase security within educational institutions throughout Russia. At the same time, the video analytics system will remove part of the load from the school guard and help identify dangerous factors in advance, even before the incidents occur. A team of specialists led by experts from Jet Infosystems is ready to scale the successful experience of using such systems to other educational institutions. It takes three months to fully integrate such a hardware and software complex.
