Rostelecom was selected as the sole provider of communication services for federal executive bodies. On October 5, 2017, Rostelecom President Mikhail Oseevsky told Vedomosti, adding that the relevant order had already been signed. In September 2017, information appeared about Rostelecom sending letters to government agencies in which the operator demanded to conclude a contract with him as the only fixed-line service provider. Then it became known that since 2018 the company can become the only supplier almost all communication services for government agencies except mobile.

In addition, there is data on the preparation of an order to appoint Rostelecom as the sole executor of the project to connect medical institutions to the Internet.

It should also be noted that the operator is already the sole executor of the development of e-government infrastructure.

2015: Rostelecom received 10 billion rubles to eliminate "digital inequality" in the regions

On March 16, 2015, it became known that Rostelecom received 10.1 billion rubles in 2014 as part of a project to eliminate "digital inequality."

According to this information, the Russian Direct Investment Fund (RDIF) received 4.05 billion rubles from the National Wealth Fund (NWF) for the implementation of a project to eliminate "digital inequality" in the regions of Russia.

Elimination of "digital inequality" - a project executed in accordance with the state contract signed on May 13, 2014 between the Federal Communications Agency and Rostelecom OJSC for a period of 10 years, on the conditions for the provision of universal communication services. According to the agreement, Rostelecom will provide data transmission services at a speed of at least 10 Mbps in 13.6 thousand settlements with a population of 250 to 500 people. The company will have to build about 200 thousand new fiber-optic communication lines. According to the forecast, the volume of financial support for the provision of universal communication services will be about 163 billion rubles over 10 years.

2014: FAS opposed the idea of ​ ​ making Rostelecom a provider for government agencies

Telecom operators and the FAS opposed in July 2014 the proposal of the Ministry of Communications to make Rostelecom the only Internet provider for government agencies. The relevant issue was raised in mid-July 2014 at a meeting of the Federal Antimonopoly Service as part of the discussion on the creation of a unified data transmission network (ESPD). In 2015-2016, it is planned to connect all federal executive bodies of the[3] this network[4].

They also said that representatives of the FAS opposed the idea of ​ ​ the Ministry of Communications, arguing that "it is proposed to withdraw a whole segment of the law" On Public Procurement "from market regulation. In addition, the FAS believes that the cost of individual state contracts can be reduced by 30-40% due to competition of operators, and information security will not suffer if there is a system of requirements and standards that all operators will be required to fulfill.

The MTS operator adheres to the same point of view, stating that subject to public procurement on the principles of competition, the total amount of the contract can be reduced by 15-70%.

In turn, MegaFon pays attention not only to healthy competition, but also to the level of information security, which, according to the operator, can be guaranteed only when using the networks of several providers that ensure the backup of all data.

Meanwhile, the Ministry of Communications said that they did not see a violation of the principles of competition, since connecting to the ESPD will be voluntary: each department, if desired, will be able to hold a competition and choose another operator. The representative of the Ministry of Communications also said that Rostelecom is already the only executor on the e-government system, and the ESPD is part of this system, so "there is no point in creating a parallel data network." Rostelecom itself reported that, if necessary, they are ready to begin work on the implementation of the project.

2010: Victory in the "competition" of the FSO of Russia on the choice of a telecom operator

In September 2010, a division of the Federal Security Service of the Russian Federation announced the results of an open competition to select a telecom operator for the provision of communication channels, trunks and services of a virtual private network on the MPLS network for government needs.

According to the protocol, only one organization expressed a desire to participate in the bidding - the Russian telecommunications operator Rostelecom, which requested 60 million rubles for the execution of the state contract - the same amount was indicated by the customer in the tender notice as the initial value of the contract. Following the consideration of the submitted application by a single commission, the operator was admitted to the tender.

If there is only one bid, the open tender was declared invalid. Since Rostelecom's tender proposal met the requirements of the customer, the draft state contract, in accordance with paragraph 5 of Art. 27 of the federal law of 21.07.2005 No. 94-FZ "On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs," was transferred to the operator.

The carrier will be required to provide the customer with digital channels with an analog termination with a capacity of 64 Kbit/s (link availability factor not lower than 0.998), digital channels with a capacity in the range from 64 to 2048 Kbit/s (link availability factor not lower than 0.993), as well as virtual private network services on the MPLS network (bandwidth 2048 Kbit/s; service availability ratio not lower than 0.995; The percentage of packets lost is not more than 0.2%.
