Biography

Born on August 14, 1959 in the city of Ishim, Tyumen region

In 1983 he graduated from the Moscow Engineering Physics Institute (MEPhI) with a degree in Systems Engineering and was left at the Department of ASU as a trainee teacher.

In 1984 - entered the graduate school of MEPhI, defended his thesis and became a candidate of technical sciences.

From 1988 to 1995 he worked as a senior researcher at the Department of ASU MEPhI.

1995-1997 - Deputy General Director of Investinform CJSC.

1997-2001 - Advisor to the Chairman of the Social Insurance Fund of the Russian Federation. Sergey Kovalevsky reorganized IT, including creating the Sotsstrakh system for automation and accounting of the fund's activities.

2001-2002 - Advisor to the Director General of the Russian Agency for State Reserves.

2004-2010 - Deputy Chairman of the Social Insurance Fund of the Russian Federation. In 2010, Sergei Kovalevsky was forced to resign from the department at the request of the Prosecutor General's Office, which revealed violations in the FSS.

Since 2010 - teacher at NRNU MEPhI.

2019

Criminal case on abuse of office while working in the FSS

In May, the investigator of the Investigative Directorate of the FSB of the Russian Federation opened a criminal case on abuse of office, which entailed grave consequences (part 3 of article 285 of the Criminal Code of the Russian Federation) against the former deputy chairman of the Social Insurance Fund (FSS) Sergei Kovalevsky[1]He was formally charged and sued for damages in the amount of 3 billion rubles. The Sotsstrakh system was seized.

According to the case file, Sergei Kovalevsky, in violation of the law, issued the rights to the DBMS used in the Sotsstrakh system and received deductions for this. GIS Sosstrakh was arrested.

2020

Detention in a pre-trial detention center and full admission of guilt

From June 1, the Lefortovo District Court of Moscow sent Sergei Kovalevsky to a pre-trial detention center for two months[2] for[2]. Prior to that, he was on a recognizance not to leave and tried to put pressure on the former assistant, demanding to change the testimony. 2021

In February, the Prosecutor General's Office of the Russian Federation approved the indictment and sent a criminal case to the Simonovsky District Court of Moscow, the former deputy chairman of the Social Insurance Fund (FSS) Sergei Kovalevsky. The civil lawsuit has been adjusted to 3.7 billion. Sergei Kovalevsky's attempt to get in the period from 2014 to 2017 with the FSS an amount of 1.7 billion rubles for using DBMS allegedly belonging to him is qualified as an attempt on a particularly large fraud.

In December, according to Kommersant's information, billions [4]criminal prosecution on charges of abuse of office (part 3 of article 285 of the Criminal Code of the[4] Federation) of Sergei Kovalevsky[4]. Sergei Kovalevsky remains under house arrest until at least the spring of 2022. Also under arrest will remain his property: a cottage in the town of Domodedovo near Moscow, a large apartment in Sochi, a Mercedes executive car and other assets.

The rights to the Sosstrakh GIS were transferred by the decision of the judge to the FSS.

Materials about the attempt of Sergei Kovalevsky in 2014-2017 to get another 1.7 billion rubles from the fund were returned to the FSB for further investigation.

2023: Demise

In connection with the death, the criminal prosecution of Sergei Kovalevsky was terminated. The 63-year-old ex-official died in the midst of the trial on charges of attempted theft of almost 2 billion rubles from the FSS.

Scientific papers

The author of more than 100 scientific papers on automated control systems and DBMS.

He developed the foundations of the theory and principles of building local and distributed databases, methods for analyzing and synthesizing complex and information systems.

Under the leadership of Sergei Kovalevsky, a technology for building and operating super-large databases was created, which received a patent for the invention of the Russian Federation and a quality certificate from the Ministry of Defense.
