2024: Russian Prime Minister Mikhail Mishustin approved a strategy for digital healthcare transformation. Document

Prime Minister Mikhail Mishustin signed a decree approving the strategic direction in the field of digital transformation of Russian health care until 2030. The corresponding document was published on April 19, 2024.

According to TASS with reference to this order, the main goals of the digital transformation of health care in the Russian Federation are to achieve a high level of the indicator "digital maturity" of state authorities of the regions, local governments and organizations in the field of health care, as well as the accelerated transition of the Russian health sector to new managerial and technological levels through a complete transition to "digital twins."

Among the priorities of the strategy, its authors attributed the implementation of healthcare transformation based on domestic ICT solutions, import substitution in the field of "end-to-end" digital technologies, the construction of common information models, the introduction of uniform standards for the exchange of information and unified regulation of interaction between different systems and entities. Other priorities:

  • ensuring the stable and uninterrupted operation of the IT infrastructure, especially at critical information infrastructure (CII) facilities;
  • application of the GosTech platform;
  • implementation of standard secure automated workstations in medical organizations with the possibility of centralized management of software configurations;
  • creating conditions for achieving technological sovereignty in the healthcare sector;
  • platforming, the formation of a unified industry technical policy in the field of ICT, the development of unified approaches to the construction of individual components of the architecture of IT systems in the healthcare sector.

Digital transformation contributes to the achievement of technological sovereignty and provides conditions for the development of the health sector and the long-term sustainable socio-economic development of the Russian Federation in the context of high dynamics of changes in external and internal factors, the strategy says.

It follows from it that by 2030 the regions of the Russian Federation will have to bring the number of medical devices with artificial intelligence introduced into state information systems to 12 pieces. In total, as of April 16, 2024, Roszdravnadzor registered 22 domestic medical products using AI algorithms.

The state authorities of the subjects and the Federal Compulsory Medical Insurance Fund are recommended to be guided by this document. Appendix 7 also provides that by 2028 the digital maturity of healthcare will reach 100%.

The creation of "digital twins" for 100% of medical organizations and their employees is one of the tactical tasks of the Ministry of Health of the Russian Federation. This direction is one of the main ones in the strategy of digital transformation of healthcare in Russia. According to the authors of the document, the openness and completeness of data when creating "digital twins" will help improve the quality of medical services. It is planned to create digital management platforms in the field of health care on the basis of domestic software, allowing medical organizations to combine all their data, including clinical practice data and data on logistics for digital monitoring, assessment of forecasting of conditions and processes in the field of health care.

It is also reported that the use of standard cloud solutions in healthcare will unify the approach to the implementation of advanced services, reduce the cost of developing and maintaining IT solutions, and also help reduce the requirements for technological equipment.

2021: Russian Prime Minister Mikhail Mishustin approves strategic direction for digital healthcare transformation

At the end of December 2021, Prime Minister Mikhail Mishustin signed a decree of the Government of the Russian Federation, which approved the strategic direction of the digital transformation of the health care system. The corresponding document is published on the Internet portal of legal information.

The initiative involves the active introduction of new technologies in medicine, including Big Data tools. They will be used for information support of citizens and control of the volumes, terms, quality and conditions for providing medical care under compulsory health insurance, for organizing management processes in the field of health care based on the results of processing medical data in electronic form, etc.

Mikhail Mishustin approved the strategic direction of digital healthcare transformation

The new strategic direction of digitalization of healthcare approves the priority of Russian technology when creating a digital circuit. Data storage systems and server equipment, automated workstations, software and hardware systems, communication equipment and video surveillance systems should be of "Russian origin," the document says.

The main goals of the project are to enable specialists to track the patient's routing as quickly and conveniently as possible by 2024, assess the quality of his treatment, consolidate data on each profile medical service, and in the future - make medical decisions based on automated algorithms. The plan provides for the achievement of the following goals by 2024:

  • the number of citizens who used the services of their personal account "My Health" on the public services portal should increase to 45 million;
  • the share of remote records of citizens to the doctor will be 63%;
  • 80% of citizens must use electronic medical documents;
  • for all completed cases of medical care, electronic medical documents will be formed, available to citizens in the personal account "My Health."[1]
