Rosmolodezha commissioned the Youth of Russia AIS in 2016 in order to automate the processes of interaction between youth and the FOIV, executive authorities of the constituent entities of the Russian Federation, local authorities, public associations and other organizations that take part in the implementation of state youth policy. According to the agency, the system allows you to process and accumulate information on the implementation of youth programs, competitions and events in the field of youth policy, keep records of user activity, inform about events and events, analyze the implementation of youth policy in Russia, and also form electronic reporting.

In the December 2021 bulletin, the Accounts Chamber criticized the way the federal AIS "Youth of Russia," created to take into account youth activity, is used.

Shortcomings in use were revealed during the verification of the implementation of state youth policy in Russia in 2018-2020^[1]. The Accounts Chamber found that not all events that are held as part of the implementation of youth policy are registered at the Youth of Russia AIS. This is due to the fact that the authorities and organizations that conduct events in this area use other information resources.

In addition, the organizers of the events do not always celebrate the participants who actually attended the event at the Youth of Russia AIS. For a number of activities, no participants are registered in the system. In particular, in 2018 - for 885 events, or 8.9% of the total number of events held; in 2019 - 1,857 events, or 12.4%; in 2020 - 2,169 events, or 16.7%.

Thus, AIS "Youth of Russia" lacks comprehensive information on the number of activities in the field of youth policy and their participants, the auditors concluded.

The data structure, which is reflected in the system, does not include qualitative characteristics of measures: their thematic direction, content (tasks, stages), information on the grounds for their implementation (regulatory or administrative acts of authorities). This does not allow you to analyze the topics, relevance of events and the legal basis for their implementation, "the auditors of the Accounts Chamber note in their bulletin.

The Accounts Chamber proposed to instruct interested FOIVs to prepare proposals for the inclusion of all events in the Youth of Russia AIS by December 2022, carried out as part of the implementation of the state youth policy, as well as on the refinement of the functionality of the system in order to supplement the composition of its data with information, detailed measures in the field of implementation of youth policy, including on the subject, content and legal grounds for their implementation.

In addition, the Accounts Chamber considers it necessary at the same time to develop proposals on the transition to the formation of statistical accounting information in the field of implementing youth policy, mainly based on information from state IT systems, including data from the Electronic Budget and Youth of Russia AIS systems.

The Rosmolodezhi told TAdviser that they support the proposals of the Accounts Chamber of the Russian Federation to include in the system all activities carried out as part of the implementation of youth policy, while noting that today the holding of major events is accompanied by the creation of their own information systems, sites, the use of which is a priority for the organizers when working with applications of participants.

According to the agency, as of the beginning of 2022, more than 1.378 million users from 85 entities of the country, as well as citizens of foreign countries, were registered in the system.

The system is undergoing modernization, TAdviser was told in Rosmolodezhi. In addition to the planned revision of the section with events, one of the important changes of 2021 was the creation of a platform for a grant competition not only for Rosmolodezhi, but also for other subjects of Russia, as well as the creation of a universal designer of grant competitions. Thanks to the submission of applications through a single portal of public services, the process of signing agreements is automated. This allowed to reduce time costs by 9 times - from 90 to 10 days, according to the department. The process of passing competitive tests and receiving a grant has become completely digital.

Thus, Rosmolodezha seeks to move into a digital form of communication and interaction with young people, becoming more convenient, relevant and attractive in use. A single digital environment will provide more opportunities and support measures for young people from the state, universities, public associations and partners with personal selection of proposals, the department says.

Also, together with the Ministry of Digital Affairs, the issue of creating an aggregator of opportunities for young people - the "Navigator of Opportunities," which will be placed on the site of a single portal of public services, is being worked out. The navigator will aggregate opportunities for young people from the state, public associations and partners to create a personalized selection of proposals for each. This should ensure the proactive provision of information on services and opportunities for young people.

The next stage will be the complete transfer of the system functionality to the site of the public services portal. This transition will allow Rosmolodezha to move to a new high-quality level in working with young people, said TAdviser in Rosmolodezha.

The Ministry of Digital Affairs told TAdviser that the implementation of the Youth of Russia AIS is included in the department's digital transformation program (VPCT). The Ministry of Digital Affairs of Russia assesses the achievement of the results of departmental programs and makes proposals for adjustment, if necessary.

Now the Ministry of Digital Affairs is assessing the actual achievement of the HVAC indicators in 2021, the results of which will be known before the end of March this year. Based on the assessment of the results of the Ministry of Digital Affairs, it can prepare proposals on the rotation of digital transformation managers, the department told TAdviser.
