2015

Andrei Koban was appointed head of the Radio Engineering Forces in 2015. Then he stated that the Russian radio engineering troops, within the framework of the state defense order, began to receive long-range detection radar stations that have no analogues and work on ballistic targets. Arrest on charges of large bribe

In mid-January 2022, it became known that the Military Garrison Court arrested the head of the radio engineering forces of the Aerospace Forces (VKS) of the Russian Federation, Major General Andrei Koban, on charges of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).

It clarifies, TASS according to the investigation, Koban received a bribe in the amount of at least 5 million rubles from the Director General of the Nizhny Novgorod Research Institute of Radio Engineering.

At the request of the investigator, the defendant was arrested until April 20. At the same time, the representative of the Main Military Prosecutor's Office Andrei Zenkov notes that the investigation is still "at the very beginning."

As stated in the case file, read out in court, Koban pleaded not guilty. At the same time, he is positively characterized by service, has state awards. However, as the investigator emphasized, the general's involvement in the bribe is confirmed by the testimony of witnesses, as well as by the data of operational-search measures that were carried out with the participation of FSB officers. Earlier, the court imposed a security arrest on the property of the general. He faces up to 15 years in prison with a fine of up to 70 times the amount of the bribe.

Radio engineering troops as part of the Aerospace Forces carry out combat duty in air defense, perform tasks to protect the state border in airspace.[1]

Sentence of five years in prison for bribe

In June 2022, the Moscow Garrison Military Court sentenced to five years in prison the former head of the radio engineering forces of the Russian Aerospace Forces, Major General Andrei Koban. He was found guilty under Part 6 of Art. 290 of the Criminal Code (taking a bribe on an especially large scale).

In addition, he was deprived of the rank of major general and confiscated property worth 11 million rubles. Coban was taken into custody in the courtroom. During the investigation, he confessed to the deed and entered into a pre-trial agreement with the military prosecutor's office.

The court took into account the presence of minor children in Koban, his guilty plea, and assistance to the investigation. On the basis of his testimony, two more persons were detained, a criminal case was initiated against them. The court also took into account that the general participated in hostilities in Syria. On the basis of this, the court did not impose a fine. However, he decided to confiscate Koban's property, the judge said. By property is meant a KIA car, a plot of land in the Moscow region, a building located on it.

According to investigators, Koban received almost 12 million rubles as a bribe from the general director of the Federal Research and Production Center , Nizhny Novgorod Research Institute of Radio Engineering (NNIIRT), when the center carried out the state defense order as part of the flickering development (ROC). The former boss received a bribe in 2018-2021. in the form of money and property. According to investigators, Koban received 5 million in cash, and the rest in the form of property and recreation in Crimea with his family.

Before the announcement of the verdict, Andrei Koban was under house arrest. The representative of the prosecutor's office insisted that the accused be sentenced to seven years in a maximum security colony, a fine of 35 million rubles, and also deprived of the title of Major General of the reserve and the Order of Alexander Nevsky.[2]
