24 main figures of state digitalization of Russia - in one picture. TAdviser infographic
The TAdviser analytical center has identified 24 of the most respected people in the Russian industry of digitalization of public administration. These are officials and businessmen implementing the largest and most socially significant digital transformation projects in the country.
The infographic is self-sufficient, the methodology for its compilation is summarized in footnotes. However, we will give some additional comments on each block.
Regulators are the people in charge of setting the rules by which everyone else works. Outside the infographics, officials of the Ministry of Economic Development, the Government Apparatus and the Presidential Administration remained, who could be attributed to this category. This is due, firstly, to a serious strengthening of the role of the Ministry of Digital Science regarding the situation in 2018, when TAdviser published the previous similar picture, and secondly, to the fact that the "digital" wing of the Administration focused more on regulating the activities of digital platforms and ecosystems, including foreign ones.
Federal departments. The amount of budget consumed for digitalization may not be the best indicator for assessing the official's influence, but the ratings of departments based on indicators characterizing the success of digital transformation, unfortunately, are not yet public.
In the regions, a draft of such a rating appeared, and TAdviser managed to get acquainted with it. With the permission of the authors (Ministry of Digital Science and Moscow State University), its indicators were involved in this infographic. The full version of the rating is expected to be available in the spring of 2022.
The Business section includes entrepreneurs and top managers who are ideologists or, at least, conductors of ideas that form the basis of the largest projects of digitalization of the state. These are people who are able to bring their proposals to the level of the first persons of the state and receive a mandate to implement these proposals.
The update of the infographics "The main persons of state digitalization of Russia" is planned to be made annual.
