2022: Development of the State System of Migration and Registration

On February 2, 2022, it became known that the Russian authorities began to adapt to the Mir electronic passport system, which provides migration and registration records, as well as the production, registration and control of the circulation of documents confirming the identity of citizens.

This conclusion can be reached by studying the TA for the contract, which the Ministry of Digital Affairs signed on December 7, 2021 with the Voskhod Research Institute subordinate to the Ministry. Information about this contract was publicly available on January 25, 2022. The price of the agreement amounted to 406.6 million rubles. Work on it involves the development of the departmental segment of Mira, supervised by the Ministry of Digital Affairs, until October 31, 2022.

The expected results of the contract include the development of design solutions for the development of components of the Mir system, aimed at "ensuring the possibility of issuing, issuing and using a passport with an electronic information carrier, as well as activating and using a mobile citizen identifier."

The state system "Mir," the creation of which was approved by a government decree of August 6, 2015, combines the system of passport and visa documents and GIS migration records. It operates on the basis of the already existing IT resources of many interested departments, including the security forces and the Ministry of Digital Affairs. For February, 2022 on the basis of "World" the issue of identity documents among which there is a passport of the citizen of Russia, the international passport, the document of the foreign citizen, the refugee certificate, etc. is carried out.

The authorities have been discussing the prospects for the introduction of electronic passports in Russia in the form of plastic cards with chips for many years. Electronic passports were one of the points of Nikolai Nikifrov's activity program after he took office as Minister of Communications in 2012. It was supposed to organize the issuance of plastic passports from January 2015 and stop issuing paper passports from 2025. For this reason, when creating Mira, it was implied that in the future it would be used to issue electronic passports of a Russian citizen.

Representatives of the Ministry of Digital, commenting on this contract with Voskhod, limited themselves to reporting that we are talking about the "planned development of the Mir system."

As of February 2022, the interaction and activities of federal government agencies and organizations within the Mir system are coordinated by the Ministry of Internal Affairs. At the same time, the Ministry of Digital Affairs ensures the implementation of a single technical policy, ICT interaction on the basis of a single information and technology infrastructure, and also forms rules and processes that ensure interdepartmental interaction[1].
