Mishustin instructed to create a system for accounting for breeding animals at Gostekh
On December 7, 2023, the Russian government announced that the Federal State Information and Analytical System of Breeding Resources (FGIAS PR) would be created on the Gostech platform to take into account all types of breeding animals. The corresponding order was given by Prime Minister Mikhail Mishustin.
The project is being implemented as part of an initiative to introduce digital technologies in the agro-industrial complex. System development is assigned to the Ministry of Digital Development and the Ministry of Agriculture. The deadline for fulfilling the order is until December 30, 2025, and the interim report should be submitted to the government by March 1, 2024.
The Ministry of Agriculture is proposed to empower the approval of methods for checking and evaluating breeding animals, breeding animals, keeping records of breeding farms, as well as the creation, development and operation of the FGIAS PR. In addition, Ministry of Digital Development by February 1, 2024, it is necessary to revise the reporting requirements for companies implementing at their own expense particularly significant projects within the framework of the work of industrial competence centers to replace critical foreign industry digital products.
It is noted that the deterrent in the development of the domestic industry of breeding livestock is the lack of a single database in the relevant area. The new system is designed to solve the problem. FGIAS PR will allow more effective tracking of tribal resources and help improve work in agriculture. The project is aimed at "developing domestic livestock breeding and reducing dependence on the supply of genetic material from abroad."
Mishustin's instructions also say that the Ministry of Agriculture will have to prepare proposals regarding the availability of state support, including in the form of budget funds and subsidized preferential loans, for manufacturers of medicines for animals, feed and food additives.[1]
Russia adopted a law on the creation of a digital system for accounting for tribal resources in the agro-industrial complex
On July 25, 2023, the State Duma adopted in the second and third readings a law on the creation of a federal state information and analytical system (FSIAS) of tribal resources.
The platform is formed to ensure the registration and accounting of breeding animals and breeding herds, breeding farms and issued permits for the import of breeding products, as well as to analyze and process the information provided to the system. The law clarifies the powers of state authorities in the field of livestock breeding and changes in the procedure for registering breeding animals.
The document says that access to the information contained in the FGIAS database is provided to bodies, state power local governments, legal entities, peasant (farm) farms without formations a legal entity or individual entrepreneurs in electronic form without charging fees. Signing of documents on the platform should be carried out using an enhanced qualified electronic signature. The information and analytical system of tribal resources contains the following information:
- About breeding animals and breeding herds, including data on their tribal value;
- On tribal farms, including the data of legal entities and peasant (farm) farms without the formation of a legal entity;
- On the issued permits for the import of tribal products, including data on its tribal value;
- On regulatory reference data in the field of livestock breeding.
The provision on the federal system of tribal resources, including the procedure for its formation and the list of information contained, will be approved by the Russian government. The law will come into force on September 1, 2023. The cost of introducing the system is 100 million rubles: financing will be carried out within the framework of the departmental program of digital transformation of the Ministry of Agriculture of Russia for 2023-2025. at the expense of budgetary allocations.[2]
The Government of the Russian Federation supported the creation of the system
The Government of the Russian Federation supported the draft amendments to the Federal Law "On Breeding Livestock," providing for the creation of a federal state system of breeding resources in animal husbandry (FSIAS PR). The press service of the Ministry of Agriculture of the Russian Federation announced this on March 17, 2023.
As noted in the department, the initiative is aimed at using modern breeding methods, optimizing processes related to services in the field of livestock breeding, as well as increasing the effectiveness of state support for the development of its own competitive genetic resource base.
In particular, the launch of the system will ensure the registration of breeding animals and herds, keep records of breeding farms, issued permits for the import of breeding products, as well as analyze and process the information provided. The objects of registration in dairy and meat cattle breeding, sheep breeding, pig breeding, goat breeding, horse breeding, reindeer husbandry, animal husbandry, camel breeding and breeding will be breeding animals, and in other sub-industries - breeding herds, indicated in the ministry.
The system will be created by the Ministry of Agriculture of Russia in two stages. The first will end in 2023. In particular, by this time it is planned to develop a model of the system and register breeding animals of three species from four regions of the country. The second stage is scheduled for 2024-2026, it includes the registration of 13 species of breeding animals from 85 subjects.
From March 1, 2026, breeding certificates for animals and permits for the import of breeding products will be provided in the form of an extract from the FGIAS PR free of charge.
On March 17, 2023, Prime Minister Mikhail Mishustin noted that the President of the Russian Federation noted the need to create his own knowledge-intensive solutions in the field of agriculture and genetics. According to the head of the Government of the Russian Federation, a new information platform is needed for applied research in demand among farmers.[3]
2022: The Ministry of Agriculture announced the creation of the system
In February 2022, it became known about the decision of the Ministry of Agriculture of the Russian Federation to create a Federal State Information and Analytical System of Tribal Resources (FGIAS PR) in the country, to which these owners of breeding animals will provide.
In particular, the platform will contain information about each animal and its ancestors, data on breeding estates, imported breeding products and regulatory reference and analytical information. Access to the resource will be free.
At the same time, the procedure for providing information to the system, their composition, as well as consideration of requests will be approved by the Government. It is assumed that the document will enter into force on September 1, 2023. The estimated costs of the project by February 8, 2022 were not reported.
As the head of the Federation Council Committee on Agrarian and Food Policy and Environmental Management Alexei Mayorov told Parlamentskaya Gazeta, by February 2022, various livestock diseases are a big problem for animal husbandry, and such diseases spread uncontrollably due to the lack of a unified animal accounting system.

He also noted that the bill issued by the Ministry of Agriculture introduces new types of breeding farms, such as a selection and genetic center, gene fund management, a selection and hybrid center, a breeding center for the breed, etc. [4]
