In Russia, an experiment continues that allows entrepreneurs to check the licenses of counterparties and partners literally in a couple of clicks. This was made possible thanks to the universal form "Obtaining a license" on the public services portal. It was developed by the Ministry of Digital Affairs of Russia as part of the experiment of the Government of the Russian Federation on automation of permitting activities. The universal form allows applicants to receive an extract confirming that organizations have the right to carry out licensed types of work. With the transition to the service model, the state, following the example of business, optimizes interaction with applicants - citizens and organizations. For example, introduces current services that allow you to quickly, for a minimum number of clicks and with minimal preparation to get the result.

Previously, extracts could be obtained through disparate forms on the pages of licensing authorities on the public services portal. Despite the same result, each state body required the applicant to fill out different fields and form different documents.

The universal form on the public services portal optimized this process. Now applicants do not need to look for a state body responsible for licensing a particular type of work, and understand the bureaucratic intricacies of the process. All that is necessary is to go to the public services portal, choose in a universal form the type of activity of interest and enter the data of the organization being checked. The participation of officials in decision-making is minimized, the timing of obtaining the result is significantly reduced.

After a short time, the applicant will receive in his personal account an electronic document signed by the electronic signature of the licensing authority. Such a document can be used both for tender documents and as an annex to the contract.

On February 21, 2022, using a single form, you can check the availability of licenses issued by the Ministry of Industry and Trade of Russia, the Ministry of Health of Russia, Roszdravnadzor, the Ministry of Emergencies, Rosaccreditation, the Federal Tax Service of Russia, etc. The Polylog Agency helped to ensure connection to the universal form of the Ministry of Industry and Trade of Russia.

The connection of the Ministry of Industry and Trade of Russia to the form allowed applicants to receive statements within the framework of 6 types of licensed activities. For example, the production of medicines, work with military and aircraft equipment, weapons, ammunition. As of February 2022, with the help of this form, the ministry issued about 100 statements.

The development of a universal interactive form "Obtaining a license" on the public services portal is only the first step in optimizing licensing as part of the Government's experiment. The Ministry of Digital Affairs of Russia, together with other departments, is working to expand the functionality of this IT solution. It is planned that with the help of the form applicants will be able to obtain, re-issue and terminate the license.
