Gazprom curtailed the colossal purchase of foreign processors, laptops, PCs "in seven tenders.

The customer published notices on the cancellation of tenders on the public procurement website.

A source close to Gazprom said that it was "a regular purchase for 2022," that is, it was planned long before the start of the Ukrainian event with subsequent Western sanctions.

This set of tenders was launched by Gazprom on February 28, 2022 in the format of open competitive selection. Applications from applicants were accepted until March 16. Summing up was scheduled for March 23. The contracts signed following the results of the tenders were to be valid until December 31, 2024, that is, about one year and nine months.

The company was ready to spend up to 12.29 billion rubles. for the purchase of computers, office and office equipment, servers, consumables and spare parts for them.

In particular, Gazprom Inform was supposed to purchase equipment and equipment in the amount of 1.98 billion rubles. For Gazprom Mezhregiongaz - 1.86 billion rubles, for monopoly structures in the Volga Federal District and in Gazprom PCG (from underground gas storage) - 1.85 billion rubles, in the Siberian, North-Western and Far Eastern districts - 1.84 billion rubles, in the Ural district - 1.97 billion rubles, Central District - 1.99 billion rubles, South and North Caucasus districts - 809 million rubles.

The direct customer of all seven tenders was Gazprom Complete, a 100% subsidiary of Gazprom, a centralized supplier for its structures.

The so-called master catalogs with brief characteristics of the required goods included more than 12 thousand items each.

According to the technical characteristics of the equipment presented, it could be concluded that most of the list implied exclusively foreign decisions. Somewhere foreign vendors were spelled out directly, as, for example, for hard drives. Somewhere, the parameters simply did not leave the potential supplier a choice in favor of something domestic, for example, the "overpriced" clock frequency of microprocessors.

However, references to the register of domestic iron under the Ministry of Industry and Trade in the list of goods were also found, for example, in relation to some system blocks.

Representatives of Gazprom Configuration could not comment on the tenders.

The above master catalogs of all tenders included CD and DVD discs for recording and rewriting information, audio columns, cartridges, all kinds of cables, external batteries, UPS, printer cartridges. Approximately two thirds of the items on the list included consumables and components for copying and multiplication equipment.

Gazprom Complete did not comment on whether the procurement provided for a mechanism to offset the risks of suppliers, given that the calculation of prices was made in rubles, while the exchange rate of the national currency as of March 1, 2022 remained very unstable.

In the tender documentation, in this regard, he drew attention to the section of the draft contracts "Indexing the price of goods," which, however, is most likely standard and was formal.

However, it stated that "if the contract period exceeds one year, the marginal value of master items can be adjusted depending on the change in macroeconomic indicators affecting the cost of goods, in accordance with the formula for price change established by the master catalog for each item, and with a given periodicity, but not more often than once a year (the first time - no earlier than a year after the conclusion of the contract)[1]
