The regional Ministry of Construction specified that the local production of high-quality and affordable construction materials is the basis for import substitution and the safety of the construction industry. This is one of the key issues for construction. The creation of a cluster will help increase its own production of building materials in the region, reduce the costs of their transportation, which, in the end, will affect the reduction in the cost per square meter. The basic list of cluster members included 13 manufacturers of basic construction materials, which are operating in the region.

At the same time, the implementation of the idea may face a number of difficulties due to anti-Russian sanctions. Therefore, the regional ministry decided to create a headquarters, including industry enterprises, representatives of contracting organizations, developers. The agenda of the meetings, which are planned to be held regularly, includes solving problems with increasing the cost of building materials, helping local producers, discussing the situation on the market, mortgage crediting and monitoring the timing of housing construction.

In addition, with market participants, representatives of the Ministry of Construction will discuss the implementation of new support measures that the Government of the Russian Federation plans to introduce.

So, a set of measures has been proposed to support developers, including subsidizing credit rates. Support for mortgage programs will continue. Improvements are planned in the mechanisms for amending the project documentation. According to the authors, when replacing imported construction resources with domestic ones, companies will not need to undergo re-examination. It is also planned to simplify competitive procedures when concluding state and municipal contracts.

In turn, the Ministry of Construction and the Ministry of Transport of Russia, together with the National Association of Builders, constantly monitor prices for 17 pricing building resources, that is, having the greatest impact on the cost of all construction. Representatives of regions, customers and contracting organizations can report speculation with prices to the Ministry of Construction.

All information will be sent to the FAS of Russia in order to quickly make a decision - issue an order or initiate a case - and prevent an unreasonable increase in prices for construction resources^[1].
