On March 11, 2022 it became known that the state company "Russian Railways (RR)" ordered development of the automated information system (AIS) "Import substitution". Information about this was found on the public procurement website.

The relevance of creating the system is also due to the plan to modernize and expand the Russian Railways backbone infrastructure for the period until 2024. Its implementation is strategically linked with the use of domestic components, technologies and complex technical systems, including domestic software, the terms of reference say.

The tender for the creation of the system was published on February 28, 2022. The maximum price of the contract may be 16.7 million rubles. Applications for an open competition are accepted until March 21. The results will be summed up on April 5. AIS should be created by November 30, 2022.

AIS Import Substitution is created to automate the formation of lists of foreign products, subdivisions import substitution routines, as well as to monitor and control import substitution in Russian Railways. The system will collect and display data on the replacement of imported general-purpose products with domestic ones. Based on this data, reports will be generated on the implementation of the import substitution program. Also, Import Substitution will contain a directory of Russian Railways divisions, regulatory and technical documentation necessary for import substitution measures.
