Moscow State Inspectorate for Real Estate takes on robot dogs to detect violations

Customers: State Inspectorate for Control over the Use of Real Estate in Moscow (State Inspectorate for Real Estate)

Moscow; State and social structures

Project date: 2022/03

The State Inspectorate for Real Estate of Moscow is testing the use of robosobak to collect information about urban areas and identify violations in the field of the use of real estate, and in the near future plans to begin to actively use them. This was announced in March by the head of the State Inspectorate for Real Estate of Moscow Vladislav Ovchinsky.

According to him, over the past 3 years, the state inspectorate has a tendency to transfer all routine operations to an automated format, including the task of simplifying the work of the inspection staff and increasing the efficiency of its activities. Earlier, the organization had already begun to use quadrocopters for this, so that inspectors had to do fewer rounds of the territories. Such devices already collect large amounts of information that used to be collected and processed manually.

But quadrocopters sometimes fall into a situation where they cannot be used: for example, there are no-fly zones, territories where the sky closes for some reason. And in such cases, you need an assistant on the ground who can effectively pass through the territory and transfer it to inspectors. To do this, they decided to adopt the robosobak, Ovchinsky explained. And the inspector now becomes primarily an expert who analyzes the information collected using modern technologies, and makes decisions.

Equipped with lidars, Robosobaks can pass through the territories that need to be examined, and record in photos and videos what is happening around. The collected data is superimposed on the information collected in the previous period and changes are identified, among which there may be violations. They will then have to be eliminated along with entrepreneurs. These may be various shortcomings, from violation of the boundaries of the installation of summer cafes to the facts of illegal construction, misuse of land.

For testing, two robotics manufactured by Robosense, based in China, in the city of Shenzhen are used.

These samples adapt very well to new types of disorders. And in terms of price/quality ratio, they are more profitable than Western samples, "explained Vladislav Ovchinsky, the choice of robots for testing, to TAdviser.

The official says that experts have done a lot of work studying the specifics of the state inspection, so that the Robosobaks are applicable precisely for its needs, and we can say that this is a joint development.

So far, the movement of robosobak is controlled remotely by the operator, but work is underway to transfer them to completely autonomous work, they say in the State Inspectorate for Real Estate in Moscow. Dogs learn to move around the city: bypass obstacles, stop at traffic lights, etc.

We plan to start autonomously operating robotic dogs in the spring-summer season, "says Vladislav Ovchinsky.

If the test is successful, the robot park can be increased. First of all, they are planned to be used in the Central Administrative District of Moscow. This is the most difficult zone in terms of flights to study the territory.

Robosobaks will take over part of the functions of inspectors

Vladislav Ovchinsky told TAdviser that the market value of such robots varies from 2 to 10 million rubles, depending on the configuration. And when conducting the tender for their purchase, the price will be determined on the basis of commercial offers from suppliers.

To protect robots, anti-vandal mechanisms are provided in them, TAdviser was also told in the state inspectorate: a GPS navigator is installed on each robot, you can see in real time where it is and what is happening to it.

Answering TAdviser questions, Moscow's Vladislav Ovchinsky also said that there is no experience in the world of identifying violations in the property sector: "we are the discoverers here."
