2022: Launch of an online university for civil servants

The Higher School of Public Administration (VSHSU) of the RANEPA in mid-March 2022 announced the launch of an online university for government officials. The training will take place on a platform developed by the Presidential Academy. The first part of the courses will be available until the end of 2022.

The RANEPA online platform is included in the Unified Register of Russian Programs and allows you to accumulate educational programs, lectures and audiobooks structured in the areas of: communication, soft skills, project management, digital technologies in public administration and others.

In addition, a system of cases will be available on the platform - descriptions of typical problems and situations in a particular area, as well as a set of standard recommendations for solving them. According to Tatyana Lavrova, director of the Center for Modern Technologies and Online Resources of the Presidential Academy, the practice of case management is used recently in the civil service, but has already established itself as an effective tool for work.

If in one of the regions they face a problem, then in an online university it will be possible to go to the corresponding thematic section and find out how colleagues from another subject solved a similar issue. The higher school of public administration already maintains such a register of practices, and digitizing the material will scale the best of them, "she said.

By mid-March 2022, the platform is available for state and municipal employees who study in-person advanced training programs. As part of the Priority 2030 project, the system is replenished with new services so that it is ready to increase its load, as well as expanding access opportunities for new audiences and developing new training formats, Tatyana Lavrova said.

By 2024, the online university will be accessible to a wide range of users who directly interact with government authorities, and also develop GR practices in commercial companies.[1]
