Office of Information and Communication Technologies of the Arkhangelsk Region Conducted a pilot project on the automatic recognition and processing of competitive documents for state procurements technologies (artificial intelligence AI). The work used the domestic cloud platform Beorg Smart Vision of the company "," Biorg a resident. Beorg Skolkovo Foundation announced this on March 28, 2022. A solution based on computer vision neural network recognition and verification can data reduce the processing time of documents from 14 to 3 days.

Within the framework of the "pilot," developers from Biorg were tasked with translating the test volume of 2000 documents into electronic form, structuring and attributing information for each application in order to quickly find the necessary data.

The Office noted that up to 50 participants can submit bids for only one state purchase. They are obliged to document the previous experience of specialized work. The impressive volume of scanned copies received by the specialists of the contract agency is processed manually: they transfer the data to the information system, check them for reliability and compliance with the requirements of the purchase. For example, only in February 2022 goals in the Arkhangelsk region announced more than 1900 public procurement.

The expert noted a clear request from the state for the use of artificial intelligence technologies for processing documents.

According to her estimates, a digital assistant based on the Beorg Smart Vision platform is able to accelerate the recognition and analysis of public procurement document sets by 3-4 times. To do this, the system needs to be trained on qualitatively marked data sets.

Beorg Smart Vision technology provides manual markup of data sets using the company's own crowdsourcing resource. Manual marking is the highest quality. On a prepared dataset, you can quickly train AI for any profile task. In the future, automatic processing of documents using computer vision and neural network recognition can accelerate the implementation of state contracts, including the construction of socially significant facilities - kindergartens, schools, clinics, roads, etc. The technology also allows additional verification of data recognized by neural networks. Thanks to this, reliable and consistent information is received into the customer's information system. This is important when working with citizens' appeals and when automating interdepartmental interaction based on data registers - in processes where you need to receive electronic data without errors, "said Alexander Mironov, director of the state program department of Biorg.

Beorg Smart Vision processes up to 4 million fields with personal data each month. The system recognizes the reversal of the passport in 2-5 seconds. Information is protected by encryption (GOST) and the data depersonalization mechanism - document images are cut into separate fields before processing.

Earlier, on the basis of the Beorg Smart Vision platform, it was possible to reduce the time for processing personnel documents and issuing candidates for work to 10 minutes.
