2022: Creating a Registry
At the end of March 2022, Prime Minister Mikhail Mishustin signed a decree by which he approved the provision for maintaining a register of only suppliers of medicines for medical use and medical devices that have no analogues, but provided that the manufacturer is not from a country that has imposed sanctions against the Russian Federation.
The register includes organizations that meet the requirements established by the legislation of the Russian Federation for participants in the purchase of goods, works, services to meet state and municipal needs.
The register will contain the following information: the name of the organization included in the register as the sole supplier, its organizational and legal form, the taxpayer identification number, the address of the location, the dates of inclusion and exclusion of the company from the register of sole suppliers, the regionality number, its validity period, information about the manufacturer and place of production, the MNS of the drug or the name of the medical product indicating its type code.
To get into the company's register, it will be necessary to provide the Ministry of Industry and Trade with a conclusion from the Ministry of Health of the Russian Federation on the absence of Russian analogues of the drug or medical product that the company intends to supply. The register will also not include drugs and medical products produced in one foreign country and having the same set of characteristics, if such products from another country have already been entered in the register.
The Ministry of Industry and Trade will be responsible for maintaining a register of the only suppliers of medicines and medical products that have no analogues in the Russian Federation and whose production is carried out by manufacturers originating from a foreign state that has not introduced restrictive economic measures against Russia.
The provision is valid until August 1, 2022.[1]
