2021: The department received a suspended sentence for reselling drugs for the treatment of cancer

In May 2021, the Lublin District Court Moscow found the doctors of oncological dispensary No. 5 of Moscow guilty of resale. drugs for treatment cancer They escaped with suspended sentences, although prosecutors asked for real ones.

Viktor Sherstnev, the head of the fourth oncological department of the specialized dispensary No. 5, and the oncologist of the third department, Artem Nalbandian, received three years probation. The court did not support the state prosecution, since it took into account the mitigating circumstances of the case. So, Sherstnev pleaded guilty during the preliminary investigation. In addition, Sherstnev has three minor children, a wife, a mother who has retired, and his wife's brother is disabled.

Also during the process, many positive characteristics were received from Sherstnev's colleagues and about 200 appeals from his patients with a request to relieve him of responsibility and allow him to continue medical activities.

In October 2018, Roszdravnadzor discovered oncopreparations of unknown origin in a warehouse leased by Nordbiofarm. In January 2020, the Moscow Arbitration Court deprived the company of a license for pharmaceutical activities. In February 2020, it was established that the drugs were stolen for further resale to pharmacies and medical institutions.

Then a criminal case was opened on fraud and four suspects were detained, including doctors. The grandmother's district court sent Sherstnev and Nalbandian under house arrest.

According to investigators, doctors persuaded patients to refuse their preferential drugs, and buy at their own expense their more effective analogues. They sold the drugs left unclaimed. According to the defense, this happened only once - Sherstnev Shore is a preferential generic for the patient, in case she suddenly could not buy the original drug, and then decided to sell the saved medicine, which still expired.[1]
