Authorities of the Oryol region step by step pass to legally significant electronic document flow on base rossiyskoysed "BUSINESS". This was announced on April 6, 2022 by Electronic Office Systems (EOS)).

Since mid-2021, the Government and executive authorities of the region have been systematically introducing electronic document management technologies into their activities, with the aim of gradually moving to a completely paperless documentary support. The project is implemented by the regional partners of EOS in cooperation with the Department of Information Technologies of the Oryol Region.

Digitalization of document flow not only contributes to faster and more efficient management, but also saves the budget - this approval can be considered an axiom. Paperless processes, and implemented on import-independent solutions, in the public sector as of April 2022 at the peak of interest. Many authorities are looking for ways to abandon paper where the law allows, as well as the opportunity to switch to import substitution in IT in practice.

Although DELO has been in use in the region for less than a year, it is already possible to draw conclusions and outline further plans.

The head of the Information Technology Department, Andrei Artemov, said that since the beginning of the implementation of SED DELO, more than 20 thousand incoming, more than 54 thousand outgoing documents and about 4 thousand citizens' appeals have been registered. During the same period, it was created in electronic form and passed the electronic procedure for coordinating about 800 draft regulatory legal acts of the Governor and the Government of the region. Since June 2021, representatives of the contractor, providing services for the adaptation and maintenance of the system, trained about 1300 employees of the authorities.

The next stage of the project in the Oryol region is likely to be the establishment of documentary interaction with local authorities through the SED, and these are plans for the very near future. Governor Andrei Klychkov recommended that the heads of municipal districts, urban districts and the Oryol municipal district from April 1, 2022 ensure an information exchange with executive state authorities of special competence of the Oryol region through the DELO electronic document management system. The possibility of completely refusing to use paper documents in the system of executive authorities is also being considered - such work will begin in May.
