2022: Implementation of data entry functionality in the accounting program

On April 27, 2022, Gandalf announced that its specialists had introduced in the Municipal Treasury Institution "Multifunctional Center for the Provision of State and Municipal Services of the City of Rostov-on-Don" the functionality of entering data into the accounting program using data collection terminals (hereinafter referred to as shipping documentation). The inventory scheme included:

  • creation and application of barcodes for each asset unit;
  • Data capture with shipping documentation
  • generation of ready-made inventory lists at the output.

Municipal Government Institution "Multifunctional Center for the Provision of State and Municipal Services (hereinafter referred to as the MPSC) is an organization that provides a wide range of services to individuals and legal entities. MPSC perform the function of aggregator. Interaction with MPSC clients is built on the principle of "one window," while intermediate contact with the authority providing the service is excluded. For example, registration of the right to register property, registration of legal entities, acceptance of applications for the appointment of social support measures and others.

In Rostov-on-Don, there are 19 service departments of the MPSC, which on average serve about 120,000 applicants per month. Offices include open-space visitor areas consisting of operator workplaces and waiting areas, as well as personal work rooms, technical and archival facilities. Each branch is included in a single structure that complies with the requirements for accounting for fixed assets of municipal institutions, which provides for a mandatory inventory. The purpose of the inventory is to identify the actual availability of assets and to match the accounting ledger data.

Accounting is MPSC carried out in accordance with the instructions provided for the economic activities of municipal institutions. In this case, the software product "1C: Budget Institution Accounting" is used (rev.2). The inventory, taking into account the number of service departments and their staffing, required a lot of labor and took a long period of time.

To implement the technical part of the project, equipment was purchased: Shipping documentation and label printers. The program stage was to implement handlers to create barcodes and automatically generate inventory inventories. The main requirement was the absence of changes in the typical configuration "1C: Budget Institution Accounting."

Three handlers were connected to the client database - Gandalf software developments, which were created earlier and rewritten in accordance with the nuances and objectives of the project. The creation of the barcode was based on the inventory number of the asset, if there is no number, the directory code was used. After reading the barcode, the data formed a single inventory and its printed form.

The result of the project was a simplified process of recording inventory numbers and the introduction of objects into the accounting system. The inventory is carried out using shipping documentation, which significantly reduces the labor and time of responsible specialists. The process of recording data on the assets of the institution is automated. Also, the results of the project include minimizing errors by reducing manual labor.
