Biography

2016-2018

Mikhalchenko was detained in March 2016 on charges of smuggling alcoholic beverages by an organized criminal group. In November 2017, he partially pleaded guilty and stated that he was cooperating with investigators. He also stated that he had compensated for all the damage caused. In December 2018, the Basmanny Court of Moscow sentenced the businessman to four years and seven months in a general regime colony.

Confiscation of property for 4 billion rubles

In May 2022, it became known that the head of the diversified holding "Forum" Dmitry Mikhalchenko seized property worth almost 4 billion rubles at the suit of the General Prosecutor's Office of the Russian Federation. The state received 100% of the share in the authorized capital of the Migration and Medical Centers and 460.4 million rubles from the accounts of Centrofinance.

According to Kommersant, the court considered proven the arguments of prosecutors that Mikhalchenko was illegally enriched on corruption with the leadership of the FSO - his companies regularly received government contracts from the special services. "Migration" and "Medical" centers, according to the supervisory Prosecutor General's Office, were used to launder money. The billionaire allegedly secured the employment of his top managers Andrei Kaminov and Stanislav Küner as director and first deputy director of FSUE Atex FSO. They allegedly contributed to the conclusion of 51 contracts with the businessman's companies.

The lawsuit also states that from 2008 to 2015, Centrfinance LLC, controlled by Messrs. Mikhalchenko and Negodov, acquired the Unified Medical Center, and a person close to them became the founder of the Unified Migration Center.

Earlier, on April 4, 2022, the Nikulinsky Court of Moscow withdrew the Federal Security Service from the operational department of FSUE Atex and turned property worth 1.3 billion rubles into state revenue. It was about 52 real estate objects, which, according to the Prosecutor General's Office, were controlled by the head of the Forum holding, billionaire Dmitry Mikhalchenko.
