2022: Mishustin approved the creation of a GIS for the traceability of pesticides and agrochemicals

Prime Minister Mikhail Mishustin signed a decree on the creation of a state information system (GIS) for the traceability of pesticides and agrochemicals. This was announced by the press service of the Cabinet on May 13, 2022.

The IT system will include information on pesticides and agrochemicals, as well as on operations related to their circulation. In particular, this is detailed information on individual entrepreneurs and organizations involved in the production, transport, storage or use of pesticides or agrochemicals.

The system will also include cadastral numbers of land plots where such substances are used, the dates of planned work on their use, the name of the pesticide and agrochemical used, the date and place of its production, information about the current substance, the method and dosage of use, neutralization and disposal of such chemicals. However, information on the use of pesticides or agrochemicals by citizens for personal purposes will not be entered into the system.

The operator of the new system has been appointed Rosselkhoznadzor. The agency will receive all the necessary information from entrepreneurs and organizations, as well as from interested federal executive bodies, analyze and process the submitted information.

As noted in the Cabinet, GIS will collect the necessary information on the use of pesticides and fertilizers, which will favorably affect both the domestic market and the export opportunities of Russia.

According to Deputy Prime Minister Victoria Abramchenko, about 30% of chemicals are illegally imported, falsified or unusable (data from the Russian Union of Manufacturers of Chemical Plant Protection Products), so the appearance of a system for all agriculture is of great importance.[1]
