Older Generation (Federal Project)

2022: Mishustin allocated 1.23 billion rubles for the construction of boarding houses for the disabled and elderly

In May 2022, Prime Minister Mikhail Mishustin signed an order that allocated about 1.23 billion rubles from the budget to complete the construction of boarding houses for disabled and elderly people in the regions of Russia.

13 regions will receive funding. These are the republics of Buryatia, Komi, Mordovia, Khakassia, Krasnoyarsk Territory, the Jewish Autonomous Region, Voronezh, Vladimir, Kursk, Ryazan, Tula, Ulyanovsk and Yaroslavl regions.

The work is carried out as part of the federal project "Older Generation," which is part of the national project "Demography." Its main goal is to improve the quality of life of senior citizens and people with serious illnesses. As part of the project, a long-term care system is being created in the country, thanks to which older people and people with disabilities can live in modern boarding houses or stay in the family and receive assistance in the usual conditions.

In February 2021, Russian Prime Minister Mikhail Mishustin signed a decree updating the state program "Social Support for Citizens" in terms of the procedure for regional authorities to receive subsidies for the construction of social institutions for the elderly. The document provides for a postponement for the submission of a number of documents - a certificate of ownership of a land plot, a building permit, and a state examination of the project.

These documents can be sent after the signing of the subsidy agreement. The postponement is granted until July 1 of the year preceding the construction. To receive state support, only an application and the inclusion of a social object in the draft federal investment program will be required.

The Fedproject "Older Generation" with a total amount of funding of 146 billion rubles, among other things, involves subsidizing the creation of a long-term care system in the regions, including at home. Private clinics in different regions are also involved in the implementation of the project.[1]
