In August, 2010 the results of large-scale open auction of the Ministry of Internal Affairs (MIA) connected with the system of dactyloscopic information (scanning of fingerprints and palms) are summed up. The winner is a Transtelecom operator. The Ministry of Internal Affairs estimated the cost of works at 1.2 billion rubles.
Transtelecom not from the first attempt managed to win this tender. At first the Sfera company was recognized the winner of the open auction announced at the beginning of June, 2010. Two others considerably better known the candidate – Transtelecom and Technoserv were not allowed to participation, the Ministry of Internal Affairs saw violations in their requests. Comparison of requests took place at the beginning of July, 2010. However, as a result of the Ministry of Internal Affairs refused to sign the contract with Sfera since that did not have a license for a part of construction works. At once after summing up the TTK sent the complaint to Rosoboronzakaz where called non-admission of the company to an auction unreasonable. Department satisfied the complaint of the operator.
Later the TTK addressed to Rosoboronzakaz with one complaint and achieved that a month later after the first auction reconsideration already of two requests – Sphere and Transtelecom took place. The second company became the winner this time, the protocol on what is dated the beginning of August. For the opinion on the request "Spheres" which passed time between meetings with positive the commission chairman Vladimir Nazarov and members of the commission Sergey Burakov, Larisa Scherbakova, Nadezhda Melyanenkova, Alexey Shkarnikov and Florida changed Samigullin to negative.
The CEO of Sphere Alexander Bodrov who is on vacation in response to questions of CNews said that he has nothing to add since in documents everything is written truly.
Work plan
The TTK - till December, 2010 should deliver and connect the equipment (servers, workstations, switches, cabinets, etc.) in total more than in 900 departments of law-enforcement bodies through the whole country, up to normal departments of militia in the most different cities. In the same place it is necessary to set specialized software - the Ural dactyloscopic development of Papilon. Besides, on 54 platforms of department it is required to carry out purely construction works.
After project finish in all police stations which were included in the list there has to be an access to the database of prints according to which employees will be able quickly to check the identity of the person. Principle of its work following: in police station the print is removed on the special finger scanner then in real time there is a search of prints in base. If it was succeeded to determine the personality by the sent data, then contents of a daktilokarta in which the full name, a photo and other personal information of checked is stored return to department.
Search in daktilokarta can be carried out, entering the first letters of a surname, initials or year of birth of the person. In base history of requests remains – who addressed when also with what check of prints ended. In the project communication channels of "uniform information telecommunication system of the Ministry of Internal Affairs" (EITKS) on as which contractor a TTK also acts are used.
As the exchange protocol a system should support by dactyloscopic data versions 2.0 and 3.0 of the domestic RUS-I standard, the standard of the Interpol for exchange of such information of INT-I and to be able to export such information to a format of FBI (FBI CJIS-RS-0010). In requirements it is said that an inspection of prints at first should be carried out according to "the" regional database (ADIS), then if it was not succeeded to find the person in it - on corresponding interregional (ADIS-FO), and only then in case of failure – on federal (ADIS-MVD). A system should carry out such transition automatically.
