At the end of May 2022, the Perm Regional Court announced a tender for the purchase of 171 all-in-one computers with Microsoft Windows pre-installed on them. At the same time, in accordance with the legislation, government agencies must give priority to products from the register of domestic software and can purchase foreign ones only if there are no domestic analogues with the necessary technical characteristics.

According to RBC, citing public procurement materials initiated by the Perm Regional Court, the latter explains the request to allow the purchase of Microsoft software by the fact that there is not a single OS in the registry on which the State Automated System can be launched, and they do not meet the requirements of the documentation of this system.

In the minimum configuration of the AWS (automated workstation) on which the ASW GAS "Justice" should operate, the following software is specified: Microsoft Windows XP Professional, Oracle Client 9.2.0.1 is mandatory, Microsoft Office 2003 Professional Rus, D.Web Enterprise Suite, Jupiter IVC 5.0 can be installed. The initial tender price is 8.56 million rubles, that is, a little more than 50 thousand rubles for one monoblock.

The Ministry of Digital Affairs told RBC that the registry of domestic software has Windows environments, office products, database management systems (DBMS) that almost completely satisfy the needs of authorities. At the same time, the representative of the ministry said that by the end of June 2022, data will be analyzed to accelerate the transition to domestic software, in which they will try to find solutions to all problems with program compatibility.

The Ministry of Digital Affairs of the FSAU Voskhod Research Institute (developer of the State Automated System) explained that after the development of the system, which ended ten years ago, the company "does not have information about the current status of the system and its compatibility[1]
