2022: Minister of Health of Kyrgyzstan detained

In early June 2022, it became known about the detention of the Minister of Health of Kyrgyzstan Alymkadyr Beishenaliev. Seven criminal cases were initiated against him: one under the article on corruption, two under the article on extortion of bribes and four under the articles on abuse of official position and conclusion of a deliberately unprofitable contract.

According to to data Kyrgyzstan the prosecutor's office, the leadership of the Ministry of Health, together with some officials, grossly violated the requirements of the presidential decree "On urgent measures to develop the health care system" and organized a money laundering scheme.

According to investigators, from December 2020 to September 2021, Kyrgyzstan received 451 thousand 560 doses of vaccines against COVID-19 in the form of gratuitous humanitarian aid from international organizations, as well as Russia, China, Azerbaijan and Kazakhstan. In addition, the President of the Kyrgyz Republic reached an agreement with the heads of Russia and China on the provision of 6 million doses of vaccines in the form of humanitarian aid. But, despite this, on behalf of the Minister of Health Beishenaliev, in April, June, July and September 2021, 2 million doses of vaccines worth 1 billion 581 million 474 thousand 315 soms were purchased from private foreign companies. These funds were transferred offshore, prosecutors said.

According to them, having more than 3 million doses of vaccines, officials purchased another 2 million 460 thousand doses for personal enrichment. At the same time, 243 thousand 223 doses of vaccines expired, and the remaining excess doses also expired. As a result, the state suffered damage in the amount of $20 million.

The prosecutor's office added that five more criminal cases were opened against the head of the Ministry of Health and other officials, but information about the defendants in the department was not provided.[1]
