2014: Creation of the AIS AIS AIC Subsidies

The system is deployed at all levels (Ministry of Agriculture of the Russian Federation, region, region). The collection, control and processing of data from agricultural enterprises is ensured.

Project prerequisites

The prerequisites for the introduction of the information system were Decree of the Government of the Russian Federation of July 14, 2012 No. 717 "On the state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020." The key tool was to subsidize the agro-industrial complex.

Achieving the set goals would be difficult without a system that allows successful planning and distribution of subsidies, control over the implementation of plans, limiting, monitoring investment loans of the industry, and the formation of consolidated financial statements.

Project Solution and Progress

During implementation, the design technology was used:

• Automated processes of planning, distribution, accounting, monitoring, control over the implementation of plans, analysis of subsidies to the agro-industrial complex
• The system of formation of consolidated financial statements for enterprises of the agro-industrial complex receiving subsidies (more than 20 thousand) has been implemented
• A system has also been created for the formation of consolidated reporting of subordinate institutions. Within the framework of the project, a distributed reporting system was created in all constituent entities of the Russian Federation
• Implemented a unit for monitoring investment loans of the industry, planning and distribution of subsidies, monitoring the implementation of plans, limiting
• 62 reporting forms have been developed, including 26 accounting reports, 36 forms for monitoring subsidies of recipients
• Mechanisms have been developed for the formation of analytical reports and diagrams using the designer, which allows further detailed configuration in user mode directly by the users themselves.

The main stages of the work:

• A system for collecting reporting from recipients of subsidies has been created
• The first report on the recipients of subsidies has been collected
• The system is implemented in all constituent entities of the Russian Federation - regular quarterly reports
• Accounting, control and monitoring of subsidies by subjects of the Russian Federation is implemented at the federal level
• In-depth analytics on all data on each recipient of subsidies
• Automated Business Process Functions for Subsidies
• The process of counting subsidized loan agreements is set up

Project results

• To automate the processes of planning, distribution and accounting of monitoring, mechanisms were created that allow concluding agreements between the Ministry of Agriculture of the Russian Federation and the constituent entities of the Russian Federation. The possibility of multi-level coordination of agreement indicators with the ability to communicate users in chat mode and attach files is also implemented
• Interactive access of all constituent entities of the Russian Federation to the server of the Ministry of Agriculture of Russia to conclude agreements on subsidies
• To automate the processes of monitoring the implementation of plans, a mechanism has been established for collecting routine reports, the frequency of which varies from weekly to quarterly
• To analyze subsidies to the agro-industrial complex, analytical reports have been created, the configuration of which is available to users
• Collection of quarterly statistical reports of recipients of subsidies for more than 20,000 APK organizations
• Preparation of consolidated reporting according to the data of organizations quarterly. As part of these works, a distributed reporting system was created in all constituent entities of the Russian Federation
• An inventory of all subsidized loan agreements was carried out - the unified analytical base includes more than 25,000 loan agreements
• The commission on coordination of questions of crediting of agrarian and industrial complex considers the projects prepared in a subsystem of the Passport of investment projects of agrarian and industrial complex
• FGIS AIS APK subsidies are actively used by the leadership of the Ministry of Agriculture to develop effective solutions for managing the agro-industrial complex of Russia
