2022: Term for embezzlement of money from patients
At the end of June 2022, vascular surgeons Maxim Kudykin, Andrei Vasyagin and Roman Deryabin were sentenced to suspended sentences in the Nizhny Novgorod region. They are accused of fraudulently stealing money from patients in 2013-2017, directing them to pay expenses before the operation. 67 victims appeared in the criminal case.
The court claims that doctors did not have the right to provoke patients to paid services instead of free medical care for compulsory medical insurance. Doctors, in turn, said that they treated people who could not buy consumables for compulsory medical insurance, and the materials were urgently needed.
Nevertheless, the investigation established that LLC Antaeus"," "Khimproekt" and other societies to which people transferred money without a contract, on average from 79 thousand to 125 thousand rubles, were formal organizations that had nothing to do with medical activities.
According to the accused, they did not know the supplier firms, but gave the details of those organizations that medical representatives recommended to them by acquaintance at conferences. The court verdict states that the origin of the consumables has not been established at all, and there is no evidence of supplies by commercial organizations.
However, the judge did not heed the arguments and ruled that the accused of conspiracy provoked patients for non-contractual payment. At the same time, the origin of the consumables was not established, since there is no evidence of supplies by these organizations.
The court appointed the ex-head physician of the Balakhna Central Regional Hospital Maxim Kudykin five years of suspended imprisonment, Andrei Vasyagin, a vascular surgeon at the BSMP Dzerzhinsk, received a similar term. Roman Deryabin, head of the oncology department, received a three-year suspended sentence. Also, doctors were forbidden to engage in medical activities for periods from 1 to 2.5 years and ordered to pay the victims damage, which amounted to a total of 5 million rubles.[1]
