Minek presented a draft resolution on the creation of an economic zone in the Vladimir region

In October 2022, the Ministry of Economic Development of the Russian Federation presented a draft resolution on the creation of a special economic zone (SEZ) of the industrial and production type "Vladimir" in the Kirzhach and Aleksandrovsky districts of the Vladimir region. According to the deputy head of the department Dmitry Vakhrukov, the SEZ mechanism and the further development of projects in their territories are considered by the government to be a promising direction in the region.

Vakhrukov also recalled that earlier in the Vladimir region the Dobrograd-1 SEZ was already opened, the residents of which attracted a total of 77.1 million rubles. As for the SEZ "Vladimir," its anchor residents plan to invest 18.7 billion rubles in the SEZ and create more than 1.8 thousand new jobs, he said.

Among the projects are the organization of the production of household appliances, copper-aluminum convectors, deodorized hydrocarbon systems, etc. In particular, the technology park in Kirzhach and the Almaznaya Dolina created in the Aleksandrovsky District claims to be included in the new Vladimir SEZ. Several enterprises for the production of heat exchangers and components for ventilation systems, tubular heating elements, steel tubular radiators and pipes, internal convectors and modular houses are planned to be launched on the territory of the technopark. In order for the new plants to work effectively, an appropriate innovative technological and educational infrastructure will be built, including a test complex, a certification center, a training center for technologists and designers with the involvement of specialists from leading universities in the country.[1]

Mishustin supported the creation of a SEZ in the Vladimir region

According to Avdeev, all the conditions for creating an innovation cluster in the region will be met. The head of the subject presented the concept of the formation of the SEZ on the basis of the already existing technopark "Ixel" in Kirzhach. According to the presentation, the regional authorities expect an inflow of investments in the SEZ in the amount of 26 billion rubles in 2022-2031. Cluster enterprises will provide 16 billion rubles of additional tax deductions during this period and generate 5,000 new jobs.

To create a special economic zone, an additional area of ​ ​ about 300 hectares and communications will be required. It is planned to create production in the SEZ, for example, tubular electric heating elements (the expected production volume is 1.66 million units), heat exchangers (170,000 units), polyurethane plates and components for ventilation and air conditioning systems (100,000), etc.
