2022: Announcement of the IT system collecting the "digital portrait of the debtor"
At the end of June 2022, the Federal Tax Service (FTS) of Russia announced the creation of a system of integrated debt management and administration (SKUAD).

According to him, SKUAD completely collects assets, liabilities, all the debtor's connections, all known transactions. Also, in addition to direct assets, information is collected about derivatives, that is, the possibility of implicit claims in the event of bankruptcy, for example, challenging transactions and subsidiary liability.
Of particular interest is the "second bottom" of the program, which allows you to see "derivative assets," on the basis of which tax officials can see the amount that can theoretically be obtained from the debtor when challenging his transactions or when bringing him to subsidiary liability in the event of bankruptcy.
If earlier representatives of the Federal Tax Service had to work manually to find such information, now the system indicates the affiliation of persons and the grounds for challenging transactions at once. As Konstantin Chekmyshev explained, the new system has greatly simplified and accelerated the work of tax authorities.

In addition, SKUAD provides for a consulting function that allows inspectors to conclude about the most profitable way for the Federal Tax Service to restructure debt - for example, in the form of an amicable agreement.
By the end of June 2022, third-party organizations, including Gazprombank, had already begun to receive access to the FTS system.[1]
