2022: Term of 9 years in prison for bribe from rehabilitation equipment supplier

At the end of June 2022, the ex-head of the FSS of Tatarstan Pavel Lokhanov received 9 years in prison for a bribe from a supplier of rehabilitation equipment. The Moscow District Court of Kazan found the former official guilty under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (bribery).

As the court established, in 2021, Pavel Lokhanov, then holding the post of head of the Social Insurance Fund (FSS) of the Republic of Tatarstan, demanded a bribe of 4 million rubles from the founder of the commercial company RSS-Med, which did not fulfill the conditions for the supply of technical means of rehabilitation of disabled people. For this money, he promised to soften the requirements in the Arbitration Court. However, when receiving the first part of a bribe of 2.4 million rubles, Lokhanov was detained by law enforcement officers.

According to investigators, on October 30, 2020, a contract was signed between the regional branch of the FSS and one of the firms for the supply of special means of rehabilitation for disabled people in the amount of more than 56 million rubles. In the process of its execution, the fund employees revealed violations of the contract by a commercial organization, in connection with which sanctions were applied to the company and a statement of claim was initiated to the Arbitration Court of Tatarstan.

In addition to 9 years of imprisonment in a maximum security colony, the court sentenced Pavel Lokhanov to deprivation of the right to hold positions related to the exercise of organizational, administrative and economic powers for 7 years.

There is no information whether a criminal case was initiated against representatives of RSS-Med or the company immediately reported the offense. However, after the first contract with the republican FSS, the legal entity concluded six more contracts with the fund for a total of 440.9 million rubles. The last of them dates from February 2022 and is still being fulfilled (by the end of June 2022).[1]
