Rosseti's subsidiary will get rid of SAP and Oracle in investment management. Project budget - 1.7 billion rubles

The Federal Grid Company of the Unified Energy System (FGC UES, part of Rosseti) will abandon SAP PPM and Oracle DBMS, on the basis of which its automated system of integrated investment management (ASKID) was created. In July 2022, the company announced a tender[1] creation of a new automated investment management system (ASUID), which should work on the basis of domestic DBMS and software included in the register of domestic software.
As TAdviser explained in FGC UES, the current ASKID system was developed on the SAP PPM platform and Oracle DBMS, however, in accordance with the directive of the Russian government on the transition of companies with state participation to mainly domestic software, the company does not have the opportunity to develop this system.
In 2020-2022, Rosseti FGC UES developed a concept for improving the investment management system, and also carried out the methodological and regulatory work necessary to design the ASUID planned for creation. The introduction of ASUID is part of the process of digital transformation of the investment activities of Rosseti FGC UES, and not just import substitution of the one-to-one ASKID functionality. According to the terms of the tender documentation, the maximum amount of the ASUID creation project cannot exceed 1.72 billion rubles. The system must be commissioned 2 years and 10 months after the signing of the contract.
The new system will be created taking into account the requirements for import substitution, that is, on the basis of application software, DBMS, OS and browsers included in the register of Russian software. Moreover, according to the terms of reference, the contractor is obliged to offer several software configuration options, creating a demo stand for each of them. Configurations will be tested by load testing, which will result in an optimal solution.
ASMID should ensure the creation of a tool for automated processing of investment initiatives, their prioritization and selection for inclusion in the investment program. In addition, it is necessary to develop tools for managing the formation of an investment budget, monitoring implementation, comparing plan and actual indicators and creating flexible and formatted reporting. The system also needs to create information user interfaces for managing investment projects and analytical dashboards for monitoring.
In ASUID, it is necessary to implement information user interfaces for each of the following directions:
- Establishment and approval of investment projects and substantiating materials, including through integration links with existing information systems;
- Ranking of investment projects;
- Formation and approval of the investment program;
- Formation and adjustment of the investment budget;
- Formation of formatted and flexible reporting (both external regulated reporting and internal reports and certificates), including with various versions of investment programs;
- Monitoring the preparation of investment initiatives;
- Monitoring the implementation of investment projects.
According to the TA, the composition of information indicators and functional elements of the system should be sufficient for planning and supporting budgeting within the framework of the investment process of FGC UES. It shall include:
- Project portfolio forecasting and planning;
- Formation of an investment program and project portfolio management;
- Design;
- Implementation of projects within the framework of the investment program;
- Analysis and accounting of projects implementation within the framework of the investment program (including reporting).
ASKID, now used at FGC UES, was launched in 2012. At that time, according to the terms of reference, the flow of analyzed information was insignificant. In 2016, the Ministry of Energy of the Russian Federation initiated a change in the timing of the provision and approval of investment projects and requirements for reporting formats. In this regard, in 2017, the number of investment projects in FGC UES increased many times. As a result, the ASKID created earlier ceased to meet the needs of the business as control, efficiency, speed, transparency of obtaining information for managing investment activities.
In 2017, a project for the development of ASKID was launched, but it did not affect the DBMS and another part of the application software optimized for Oracle.
Andrei Ryumin, CEO, Chairman of the Board of Rosseti, in June 2022 at the SPIEF said at an industry session that Rosseti is working on the issue of abandoning SAP solutions in those subsidiaries that still use this software. Read more here
