67 lawyers became defendants in criminal cases in Russia for the year

In 2023, 67 lawyers were prosecuted in Russia. These statistics were announced at the end of June 2024 by the Federal Chamber of Lawyers (FPA) of the Russian Federation.

According to FPA Vice President Denis Laktionov, most of the criminal cases brought against lawyers are related to charges of fraud and mediation in bribery. At the same time, he stressed that the number of violations of the rights of lawyers tends to increase.

The FPA considers it necessary to introduce additional control measures to prevent persons who do not meet high qualification and moral and ethical standards from entering the profession. This is due to the concern of the organization with the quality of the legal services provided and the reputation of the legal community as a whole.

Among the most common violations of the rights of lawyers, Laktionov singled out non-admission to clients, unjustified searches of lawyer premises and attempts to interrogate lawyers in order to remove them from the case. There were also cases of pressure on active defenders through attempts to unreasonably bring them to disciplinary responsibility.

As of 2024, there are more than 80 thousand practicing lawyers in Russia. In October 2023, FPA President Svetlana Volodina expressed concern about the growing number of cases of criminal prosecution of lawyers. Among the most common reasons for initiating criminal cases were obstruction of justice, disclosure of preliminary investigation data and theft.

The Federal Chamber of Advocates is taking active steps to protect the rights of its members. In particular, in October 2023, Svetlana Volodina appealed to the chairman of the Investigative Committee of Russia, Alexander Bastrykin, with a request to take measures against persons violating the professional rights of lawyers.[1]

The number of corporate clients of legal companies increased by 0.7% to 477.2 thousand.

Due to the spread of the coronavirus, consumer solvency also decreased, and clients began to turn to lawyers only in the most difficult cases. In other situations, market participants used reference and legal systems and Internet resources.

In 2021, the industry showed an increase of 3.3% with a final result of 481.9 thousand customers. Moreover, the consequences of the pandemic partially supported the market in the field of legal solutions for corporate clients. Thus, there was an increase in the number of bankruptcies in the business sector. In addition, business tax audits have become more frequent, which required active legal support from legal entities.

According to the study, another recession followed in 2022, provoked by sanctions and an unstable situation. Some international law firms announced their departure from the Russian Federation, and their Russian teams began to create new companies. As a result, the business took a wait-and-see attitude. The number of customers decreased on an annualized basis by 1.7%, amounting to 473.8 thousand. In the face of uncertainty, organizations sought to optimize and reduce costs, which led to a decrease in demand for legal services, primarily from small businesses.[2]
