The administration of Tula region completed implementation of EDMS

In administration of Tula region the large-scale project on system implementation of electronic document management Case is implemented. The project is kept by SoftExpert company.

The project started in 2008 and proceeds to this day. This project is kept within the program of creation of a common information space in all territory of Tula region.

On the server of documentary resources there is a formation of the database of all documents which came to executive authorities and divisions of administration staff of area. All committees and departments including deleted (and them 16), address the server on a local computer network.

At the beginning of August, 2009 the technology of work in EDMS on remote links of communication is approved. The Representative office of administration of Tula region at the Government of the Russian Federation in Moscow which works in uniform base is connected to a system – has access to the database of Administration of Tula region using Internet technologies.

Specialists of the company integrator and representatives of Administration fulfill technologies of exchange of electronic documents between executive authorities and municipal entities which document flow is also constructed on the CASE Enterprise platform. This technology allows to control accomplishment of the instructions on citizens' appeals readdressed from the regional level on the level of local government authority. Using opportunities for work using remote access, the technology of "an electronic reception" is created.

The number of the users working steadily grows in EDMS: October, 2008: 150, December, 2008: 200, June, 2009: 300.

The next purposes and tasks are a replication of experience of workflow automation of EDMS Tula areas to all municipal entities of Tula region and the organization of close interrelation of systems. The uniform information and documentary space in the territory of all area is created, gradually involving more and more enterprises and the organizations in the connected document flow. Exchange of electronic documents with federal authorities will be in the long term adjusted.

The general preparatory work, connection of local government authorities of Tula region to an electronic document management system are carried out. More than twenty municipalities in the territorial subject of the federation are covered by implementation works.

Project Tasks

Creation of autonomous databases for administrations of municipal districts and settlements – not the only and ultimate goal. The basic – preparation of the platform for creation of a system of interdepartmental electronic document management within Tula region.

Project Progress

By means of option EDMS "DELO" "Legally significant document flow" it is supposed to adjust exchange of electronic documents between local government authorities, executive authorities and divisions of administration staff of Tula region.

EDMS "DELO" is accepted as basic in the Tula region. Executive authorities and divisions of administration staff of Tula region, the Tula City Council, several administrations of municipal entities, a number of educational institutions, other organizations of the Tula region already use this system.

Several administrations of settlements are involved in the project. Test operation on interaction between administration of the municipal entity Efremovsky district and administration of the Lobanovskoye municipal entity of Efremovsky district is carried out (settlement). In the long term - it is supposed to replicate this experience on all administrative and territorial units of the region.

Project Results

On August 31, 2016 it became known of project completion of the development EDMS "CASE" implemented by specialists SoftExpert^[1].

Administration of Tula region, (2014)

To the middle of 2013 in structures of the Government of Tula region more than 1.2 thousand jobs are implemented. In municipal administrations – about 600. Transition from paper document flow to electronic, from local autonomous systems to the single database is executed, many procedures and routes of passing of documents are optimized and simplified – in particular, need to re-register documents by transfer them from one department in another was eliminated.
