Biography

Ilya Kostunov was born on November 3, 1980 in the urban-type village of Grigoriopol in the Moldavian SSR, in a family of military personnel. Since 1981 he lived in the military village of Severomorsk-3 of the Murmansk region.

In 1998, he graduated from school No. 8 in Severomorsk, then moved to St. Petersburg and entered the faculty of automated control systems of the St. Petersburg Military University of Communications. In 2002, without graduating from it, he expelled of his own free will.

In 2004, he graduated with honors from the evening department of the educational institution St. Petersburg State Polytechnic University, Faculty of Technical Cybernetics.

In 2004-2006 studied under the master's program at the Faculty of Economics of the European University in St. Petersburg.

In 2006 he entered the graduate school of the Russian University of Economics named after G.V. Plekhanov, Faculty of Economics.

Then, in 2006, he headed the educational direction of movement "Our."

In 2007-2008, as part of the Nashi youth movement, he organized and headed the federal project of the CCM - "Personnel for the Modernization of the Country," the purpose of which was to prepare future managers for the new Russia. The project conducted competitions, educational lectures, street actions and organized internships for participants. I went with the movement "Our" to federal actions in Moscow.

In 2008-2011, he worked as an adviser to the head of the FADM Rosmolodezh Vasily Yakemenko.

On December 4, 2011, according to the list from the Voronezh regional group of the United Russia party on the quota of the All-Russian Popular Front (ONF), he was elected to the State Duma of the Federal Assembly of the Russian Federation of the 6th convocation.

In 2014, he graduated from the higher courses of the Academy of the General Staff "Planning of Troops."

Work in RFRIT

In 2022, he works as Deputy General Director of the Russian Fund for the Development of Information Technologies (RFRIT).

According to investigators, at the end of June 2022, the solvers developed a criminal plan, part of which was the transfer of money to a person "performing managerial functions" in the RFRIT. The money was planned to be transferred to the deputy general director of the fund for consideration without a queue of applications for budget grants. The first, judging by its website, is developing a messenger that "provides communication with specialists and businessmen" who are members of the Russian Union of Industrialists and Entrepreneurs. The second firm develops communication platforms for business.

To fulfill his plan, the case says, Mr. Alekhine on June 23 introduced his friend Dobrovolsky to Ilya Kostunov, whose official duties include organizing and controlling competitive selection for grants, as well as signing agreements if the application is approved. During the conversation, according to Kommersant, Dobrovolsky explained to the deputy head of the RFRIT that it was required to violate the "competitive selection procedure for grants," but made it clear that the service would be paid, calling the price 600 thousand rubles.

However, after listening to the interlocutors, Ilya Kostunov turned to the FSB, and further negotiations were held under the control of the Chekists.

Telephone conversations and face-to-face meetings between the parties lasted more than a month, finally, they agreed on the time and place of the transfer of money. The meeting was scheduled for July 28, 2022 at the Spaten House restaurant on 2nd Tverskaya-Yamskaya Street. All three met at lunchtime, and at about 13:00 after transferring the entire amount in five thousandth bills, Yevgeny Dobrovolsky was detained by operatives. The solvers were charged with commercial bribery committed by a group of persons by prior conspiracy (part 3 of article 204 of the Criminal Code of the Russian Federation).
