2022: Detention on charges of selling 75 decommissioned cars and misappropriating money

On August 16, 2022, it became known about the arrest of the deputy head of the FSUE Repair and Construction Department (DSU) of the Ministry of Health of the Russian Federation Vladimir Cherny, as well as an employee of the enterprise Nikita Sokolov and a car dealer Andrei Antyukhov. They are in the case of embezzlement of funds from the sale of official cars.

According to Kommersant, citing data from the investigation, from 2018 to 2020, Vladimir Chyornyi, Nikita Sokolov and Andrei Antyukhov stole at least 6.3 million rubles while selling 75 Ford Mondeo cars. These machines were used for official use by officials of the Ministry of Health, then were decommissioned and put up for sale through the DCS. The proceeds from which, presumably, the theft was committed were to be sent to the ministry.

It should be noted that the investigation of theft in the system of the Ministry of Health began after its head Mikhail Murashko made a corresponding statement to the chairman of the TFR Alexander Bastrykin

However, Vladimir Chyornyi, according to investigators, decided not to return the money from the sale of cars to the ministry. To do this, he organized a criminal group, which also included Nikita Sokolov, Andrei Antyukhov and some unidentified persons.

Investigators were the first to prosecute an employee of the Federal State Unitary Enterprise Sokolov, who was accused of embezzling at least 2.3 million rubles from the sale of 13 decommissioned cars. And already during the investigation of his case, it turned out that two more defendants were involved in the fraud. All of them were charged with fraud on an especially large scale, committed by a group of persons by prior conspiracy (part 4 of article 159 of the Criminal Code of the Russian Federation)

A criminal case against employees of one of the subordinate institutions of the ministry - the Repair and Construction Department - was initiated after the corresponding appeal of the Minister of Health Mikhail Murashko to the Chairman of the Investigative Committee Alexander Bastrykin. The ministry provides full assistance to law enforcement agencies at all stages of the investigation.[1]
