The software and hardware complex "Strategy" is an information system of interacting servers and automated workplaces, which is the basic information platform of reconnaissance and strike complexes.

On August 17, 2022, the Research Institute for Long-Range Radio Communications (NPK NIIDAR JSC) announced PAK Strategy on a new mobile platform based on a typical minibus. Also, PAC can be integrated on any off-road platform cars UAZ and GAZ. The complex is designed for continuous monitoring of the marine situation, information support of long-range detection facilities, detection of emergency situations and development of recommendations for making decisions in the field of regulation of ship flows in the seas and the middle ocean zone.

In addition to directly solving the problem of monitoring the situation, the Strategy allows analyzing the deviation of the current shipping pattern from the normal one in order to identify potential problems of maritime safety, ecology and nature management. The information model of PAC "Strategy" has a number of features. One of them is algorithms for identifying distant goals, which are associated both with the specifics of interaction with the means of over-horizon location, and with the irregularity of the receipt of data for identification. The system allows you to automatically compare objects in several ways: "retroactively," by the method of reverse extrapolation, in parallel with the continuous analysis of the resulting data on goals. The formation of the current environment is carried out on the basis of processing large amounts of object data using retrospective analysis. To assess the current situation and predict development scenarios in information processing, algorithmic machine learning and elements of artificial intelligence are used. Another feature of PAC "Strategy" is that the model of interaction of the information system has the possibility of bilateral information exchange, which allows interacting systems, complexes and technical means to have constant access to up-to-date information to identify goals.

Placing PAC Strategy on any mobile platform will allow us to bring the complex to the commercial market.
