2022: Term of 2.5 years in prison for extortion in cemeteries
On August 26, 2022, the Leninsky District Court of Saratov sentenced Ruslana Baryshnikova, former deputy director of the Ritual municipal enterprise. He was found guilty under paragraph "d" of Part 2 of Art. 163 of the Criminal Code of the Russian Federation.
As the court found out, in the spring of 2021, the deputy director found out that the head of one of the commercial ritual firms wants to lease land with trading pavilions in the cemetery.
The official demanded 150 thousand rubles a month. Otherwise, he promised to spoil the property of businessmen who will rent land and pavilions from the company.
Baryshnikov pleaded not guilty. The court sentenced him to 2 years and 6 months in a general regime colony.
According to Kommersant, Ruslan Baryshnikov was arrested along with three heads of sections of the Administration of Cemeteries MKU Aleksei Alekseev, Roman Borzov and Artem Tsukanov, as well as diggers of the Ritual MUSPP Dmitriya Zorey and Dmitry Panov. They were all charged with fraud.
According to investigators, they demanded payment from residents of Saratov for places in city cemeteries. At the same time, according to law enforcement agencies, in accordance with Russian law, burial plots are provided free of charge. Several dozen people suffered from the actions of the attackers. Criminal cases against employees of the MKU "Administration of Cemeteries" and the MUSPP "Ritual" by the end of August 2022 are at the stage of preliminary investigation.
After their detention, the regional prosecutor Sergei Filipenko demanded a large-scale check of the provision of ritual services, as a result of which a criminal case was initiated against the former prosecutor of the Kirovsky district of Saratov Andrei Prigarov and the co-founder of the Saratov Ritual LLC Oleg Vartanov, the newspaper points out.[1]
