In September 2022, the Committee on Competitive Policy of the Moscow Region announced the conclusion of the first offset contract under the new rules for the creation of drug production in the region. These are anticoagulants, inhalation drugs, immunosuppressants and medications for the treatment of hypertension.

The offset contract involves the guaranteed purchase of part of the products produced by the investor. It was first concluded in the Moscow region in 2019. This time it was concluded according to the new rules - the investor had to confirm his experience in fulfilling the state order and successfully creating a business. This is a guarantee that an experienced market player will enter the purchase, the committee noted.

As a result of the purchase, PSK Pharma will create the production of demanded drugs in the region. Over 200 people will be able to find a job on it. The amount of the contract amounted to 4.5 billion rubles.

It is noted that the offset contract is beneficial to both the state and business. The first offset contract in the Russian Federation was concluded in 2017, in the Moscow region in 2019. By September 2022, 9 such contracts are already being executed in Russia: in Moscow, Moscow and Samara regions, the Republic of Bashkortostan.[1]
