2022: Creation of an electronic trading platform

The Arctic Trading House electronic platform is a single window for the purchase and sale of goods, works and services of local manufacturers, created in order to increase the efficiency of purchases and save budget funds. The site is an instrument for the formation of the industrial policy of the whole region (the Republic of Sakha (Yakutia).

Project customer: Government of the Republic of Sakha (Yakutia) represented by JSC Almazergienbank JSCB.

The project was implemented on the basis of the Eftech.ProQ solution:

  • Allows for any type of competitive procurement procedure
  • Meets requirements for automation of procurement in large holdings
  • Ability to set up accreditation rules for access to procurement
  • Maintain your own classifier of purchased goods and services
  • Ability to distribute large lot volumes to multiple suppliers
  • Support for work with procurement commissions

Tasks to be solved:

  • Support of local entrepreneurs and fishers
  • Localization of procurement in the region
  • Attracting new buyers to the Yakutia market

The electronic trading platform "Arctic Trading House" (ATD) was put into commercial operation in June 2022.

As of September 2022, 5 types of trading procedures operate on the site: competition, auction, comprehensive procurement, price monitoring, auction for sale. The nomenclature of the site's goods is diverse - from natural gas, diamonds, furs and mammoth fauna to the products of local producers. In the future, the Arctic Trading House will open up a number of opportunities for promoting locally produced products and minerals both on the domestic and foreign markets, as well as provide an influx of tax revenues to the region. ETP "ATD" provides services for placing procedures for sale, procurement of a small volume of 44-FZ and 223-FZ, commercial and property trades and, as part of supporting small and medium-sized businesses, provides preferential conditions for participation in the procedures.

In the future, the Arctic Trading House plans to expand its action throughout the Far East and create a special trade cluster.

Platform technologies used are SPA Angular 12, Node.js 12, Golang 1.14-1.16, MongoDB 4.4, RabbitMQ, Redis, GraphQL, PrimeNG, Angular Material, Kubernetes 1.20, Gitlab CI.
