2023: Arrest in case of embezzlement of money allocated for salaries of doctors

The former deputy chairman of the Health Committee of the Leningrad Region, Yegor Vlasov, was sent to a pre-trial detention center in the case of embezzlement of money allocated for salaries to doctors. He is accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). This became known in early July 2023.

According to the joint press service of the courts, citing materials from the investigation, Yegor Vlasov from January 2018 to April 2022 was engaged in the theft of funds allocated for the remuneration of employees and employees of the Toksovskaya Interdistrict Hospital (MB). As a result, the money was transferred to people who did not work in the hospital, and those, in turn, cashed it and handed it over to Vlasov. According to the investigation, at least 215.7 million rubles were stolen.

In addition, a criminal case on a bribe on an especially large scale was initiated against the deputy chairman of the Health Committee (part 6 of article 290 of the Criminal Code of the Russian Federation). It was established that he received 30 million rubles from an uninvited employee of the Toksov hospital.

Earlier, Kommersant wrote about a fraud case in Toksovskaya MB. The case includes the director of the boarding school Viktor Fedotov, ophthalmologist Abdullah Hajiyev, trainee doctor Islam Suleimanov, as well as the chief accountant of the Toksovskaya MB State Budgetary Institution Margarita Pogorelova and her deputy Elina Gold. According to investigators, they organized the transfer of money to third-party accounts under the guise of salaries of GBUZ employees. The money was then cashed and disposed of at its discretion. The damage to the budget amounted to more than 215.6 million rubles. Margarita Pogorelova and Elina Gold were placed under house arrest. Another defendant, the accountant of the working group Natalya Soboleva, was elected a ban on certain actions, Kommersant reported. ^[1]

2022: Appointment as Head of the Health Committee of the Leningrad Region

In October 2022, the head of the Health Committee of the Leningrad Region, Sergei Vylegzhanin, left the post, which he held for eight years. His place was taken by Yegor Vlasov, who had previously acted as deputy chairman for health care in the region.
