Rostelecom and the Ulyanovsk region signed the Agreement on cooperation on creation of "the electronic government"

JSC Rostelecom and the Government of the Ulyanovsk region signed in September, 2010 the Agreement on cooperation within creation of a regional segment of "the electronic government". The agreement was signed in a festive atmosphere by the Governor of the Ulyanovsk region Morozov Sergey and the vice president for federal programs of JSC Rostelecom Nashchekin Alexey.

According to the signed Agreement of the Party will create infrastructure of "the electronic government" of the Ulyanovsk region based on the complete solution developed by Rostelecom and also will begin joint transfer to an electronic form of services of public authorities and local government.

Distinctive features of the solution developed by Rostelecom are its compliance to the uniform technology policy accepted for creation of uniform infrastructure of "the electronic government" and also observance of all necessary requirements for information security and personal data protection. The solution contains a full range of the services and technologies necessary for a possibility of rendering services in electronic form by regional authorities.

According to Alexey Nashchekin, "thanks to cooperation of the Ulyanovsk region with Rostelecom until the end of the current year residents of the area will be able already to receive in electronic form not only federal, but also ten first-priority regional and municipal services".

"During creation in the region of infrastructure of "the electronic government" which main objective to simplify interaction of the population with state bodies, the regional Government intends to solve also some other the major tasks set by the Russian Prime Minister Vladimir Putin and the Governor of the Ulyanovsk region Sergey Morozov. For example, to simplify procedures of document flow in town-planning activity, - the Deputy governor – the Chief of staff of the Governor and the Government of the Ulyanovsk region Svetlana Opyonysheva reported. - Through an e-government system we will be able to provide a lot of different services to the population qualitatively and quickly".

According to the Decision of the Government of the Russian Federation Rostelecom is the only contractor of actions of the Federal target program "Electronic Russia" regarding design and creation of infrastructure of "the electronic government".

Within the project Rostelecom performs consolidation of regional, federal and industry data in one, steadily functioning mechanism of the processing and information exchange received from different government institutions in scales of the whole country.

Unique infrastructure of Rostelecom – secure channels of communication, data processing centers, etc. – and also experience of implementation of large national projects allow the Company to realize successfully it the project, both on federal, and at the regional level.
