The CORUS Consulting system integrator completed the project of inspection and a system design of control automation in the Russian scientific research institute of traumatology and orthopedics of R.R. Vreden.
Before design of an ACS
Within the government contract between RNIITO and Corus Consulting, comprehensive preproject examination of the medical and diagnostic, providing, educational and scientific activities of institute is conducted.
Staff of system integrator classified and described the available activity processes, developed the concept of creation of a new ACS taking into account the available automation level. Thus, the important stage at implementation of an information system was implemented - a stage of requirements gathering and design.
"We carried out comprehensive questioning and interviewing of staff of medical institution during which fifty divisions were inspected, information on the movement more than nine hundred forms of the used documents is collected, about seven hundred functions of business processes are revealed, - the head of medical information systems of Corus Consulting Gennady Orlov reported, - We develop a function model of business processes – more than 170 charts, the database of a domain model including more than seven thousand elements is created".
Lack of access - the reason of problems
From the total amount of the shown problems, the staff of RNIITO notes, a third is connected with lack of an information access, nearly a quarter - because of need of reduction of time for routine transactions, with insufficiency of information for management and control, problems connected fifteen percent, on quality of information and reporting expostulate twelve percent, on lack of interaction between divisions, the shortage of responsibility and powers – eight, with unsatisfactory integration of information systems and management of the normative reference information four percent, as well as the unsatisfactory organization of document flow are dissatisfied.
What was not - will be that was - changes
During development of a function model specialists of the contractor revealed "bottlenecks" in the existing management system, such as need of the organization of material accounting for points of formation of costs, information input directly on the course of accomplishment of workflows by their contractors, accounting of the additional information which is not in today's information system at all.
Twenty percent from necessary
- The developed system regarding management of the medical and diagnostic and providing activity of RNIITO will include automation of formation of long-term obligations, service management of patients in clinic and a hospital, including management of quotas for hi-tech medical care, management of queues and resources on hospitalization, performing transactions, management of settlement on all financing sources, management of material stocks — providing patients with medicines, logistics, providing with medical equipment and supplies, a power supply. A system should provide management of a full fabrication cycle of a surgical hospital, advisory and out-patient operation, recovery, rehabilitation and also non-surgical treatment of diseases of the musculoskeletal device, - Gennady Orlov noted.
For the beginning of preproject works the existing system provides requirements of RNIITO for 20 percent from requirement.
Results of the first stage: as is and as will be
As a result of implementation of the first stage of the RNIITO project received requirements to functions of the new automated control system, the detailed function model of processes of activity ("as is") and required model during creation of a new management system ("as should be"). Availability of these data will allow to perform a right choice of a software platform for implementation of a system, imposing relevant requirements on the supplier of a medical information system, Gennady Orlov emphasized.
