In June, 2010 Corus Consulting became the winner of the tender organized by the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic at a financial support of the World Bank on a sales right of the project of automation of organizational and administrative document flow in the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic. The electronic document management system in the state department is created on the EMC Documentum platform. Within the project the main business processes of documentary ensuring activity of the Ministry are automated.


The CORUS Consulting system integrator completed in the summer of 2011 the project on system implementation of electronic document management in central office of the Ministry of Labour and Social Protection of the population Azerbaijani the Republics and also in functional services of the ministry - Public service of inspection of work, Public service of employment, Public service of social security. Implementation was performed within the "Pension and Social Help" project implemented by the Government of the Azerbaijan Republic and the World Bank. CORUS Consulting received the contract as a result of an open tender.

The system of organizational and distribution document flow is brought into operation and is successfully used. In a system all interested employees, including the Minister of Labour and Social Protection of the population of Azerbaijan Fizuli Alekperov work. A total quantity of users – 400 people. A system was brought into commercial operation in the middle of July, 2011, its administration and user support are performed by specialists of the ministry. For successful system implementation in operation training of administrators in Information Intelligence Group EMC of Russia and CIS was provided. Expansion of a system for the purpose of a scope of all regional divisions of the ministry will become the next stage of the project.

Automation of work with the entering and outgoing documents, internal correspondence, orders became result of implementation of EMC Documentum. Issue of instructions is automated, electronic exchange of documents between divisions is adjusted. Also in a system citizens' appeals are registered, there is a processing of these addresses and control of execution. Thus, addresses, including, from disabled people, refugees, jobless, socially poor families are processed.

All one and a half years which the project (from January, 2010 to July, 2011), commands proceeded from the ministry and Corus Consulting worked in close interaction that allowed to solve quickly and effectively project problems. Specialists of Corus Consulting note that even "difficulties of transfer" which are inevitable at localization of a product in this project did not lead to problems and quickly decided. During the project localization of a system in Azerbaijani is performed - the EMC Documentum interface is available to the users who are not knowing English now.

Elnur Sultanov, the Head of Department of the international cooperation of Ministry of Labor and Social Security of the population of Azerbaijan notes that "implementation of EMC Documentum allowed to increase efficiency of the ministry essentially. Time of processing of citizens' appeals was reduced, the level of performing discipline increased, there were transparent document flow processes. The government of the republic Azerbaijan pursues consistent policy of upgrade of a state administration and power institutes, and information technologies are one of essential levers of reforming of life of society and the state. Creation of an electronic document management system in our ministry made a notable contribution to implementation of dynamic development of ICT of the ministry within creation of the Electronic Government according to the Decree of the President on implementation of the State Program on creation of the Electronic Azerbaijan system.

Let's remind that the Ministry of Labour and Social Protection of the population was created by the Decree of the President of the Azerbaijan Republic of October 10, 1992 "About creation of the Ministry of Labour and Social Protection of the Azerbaijan Republic". The ministry develops state policy in the field of work, social protection, provision of pensions, demography and migration, creates necessary conditions for increase in an initiative and enterprise of the population, provides protection of social and labor rights of workers at all enterprises and the organizations, irrespective of pattern of ownership and also aged and unemployed citizens and lower-income strata. Exercises the state control of execution of legal acts in the field of protection, conditions and compensation, labor relations and occupational health, employment and population shift.
