Education

Dmitry Gorbachev graduated with honors from St. Petersburg State Polytechnic University with a degree in Management of Management Organization and additionally studied at the Stockholm School of Economics.

Career

1999-2014

Dmitry Gorbachev began his career at Severstal in 1999 as the operator of the management post of the metal finishing shop.

In November 2009, he joined the project working group on the formation of the Severstal Business System. From 2010 to 2014, he worked as a manager, senior manager in various divisions of the steel division.

2022: Appointment as First Deputy Governor

At the end of October 2022, Dmitry Gorbachev was appointed First Deputy Governor of the Vologda Oblast, coordinating, in particular, issues of economic development and informatization. Previously, he led the development of the business system of Severstal Russian Steel.

As the first deputy governor of the Vologda region, Dmitry Gorbachev will also oversee the work of the strategic planning department, which will deal with a new direction - improving management processes.

Another first deputy governor of the Vologda region at the end of October 2022 was Eduard Zainak, formerly acting Chairman of the regional government. He will oversee the social and legal blocs, civil security. A new deputy, Sergei Sorokin, was subordinate to him. He became, in particular, the representative of the governor and the government in the legislative assembly of the region.

The post of Deputy Governor Viktor Ryabishin has been reduced. Its tasks will be redistributed among other members of the government. Viktor Ryabishin himself will take the place of adviser to the governor. The governor himself will oversee the issues of internal policy and finance of the region. The post of chairman of the government has been abolished. The new scheme for managing the authorities of the region will begin to operate on November 21, 2022.[1]
